About this role

Qualifications Minimum 16 years of education in ICT, Business Administration, Educational Leadership and Management, Marketing, Mass Communication, International Relations, Project Management, HR, Public Policy, Management Sciences, Finance, engineering or equivalent in related fields from a national or international university/institute recognized by HEC. Experience A minimum of 15 years of progressive leadership experience in IT workforce development, higher education, skills training, government liaison, and strategic planning. This involves managing large teams, leading complex projects, and driving policy initiatives. Extensive experience in policy-making, national workforce development strategy execution, and stakeholder engagement (Federal & Provincial Government Bodies, Industry, Academia, International Organizations). This includes collaborating with relevant stakeholders to shape policies and strategies that align with national and international standards. Expertise in designing large-scale training programs, curriculum standardization, and industry-academic collaboration models. This encompasses developing courses, certifications, and training programs that meet industry needs. Hands-on experience with international workforce mobility, IT talent placement programs, and managing government-funded workforce placement initiatives. This entails coordinating with international bodies and ensuring the successful placement of IT professionals abroad. Experience in funding negotiations and project execution for IT workforce projects. This involves securing funding and managing budgets for large-scale projects. Key Responsibilities Develop and execute a national strategy for IT skills development, workforce training, and capacity building aligned with Pakistan’s IT export goals. This includes setting goals, creating action plans, and monitoring progress. Establish international partnerships with technology companies) and foreign governments to facilitate IT workforce placement. This involves negotiating agreements and ensuring compliance with international standards. Drive standardization of IT education and technical skills certifications in collaboration with HEC, universities, training bodies, accreditation agencies and Federal & Provincial Government Bodies. This entails developing and implementing certification standards that are recognized globally. Represent Pakistan’s IT talent ecosystem at global summits, policy forums, and international conferences. This involves presenting Pakistan's IT capabilities and advocating for collaboration on the global stage. Identify skill gaps in the local IT industry and develop high-impact training programs. This includes conducting research to identify gaps and designing programs to address them. Oversee policy design for the IT talent export ecosystem, ensuring alignment with global employment trends. This involves developing policies that support the export of IT talent and ensure their competitiveness in the global market. Lead cross-sectoral workforce initiatives in coordination with public and private stakeholders. This involves collaborating with various sectors to create workforce development initiatives that benefit the IT industry.
