Reports to: Chief Industry Development Officer (CIDO), PSEB Work Location: Islamabad (occasional travel, as and when required) Maximum Age: 50 years About the Role: The incumbent to work closely with CIDO on the development of state-of-the-art IT Parks, Software Technology Parks, BPO Centers, and Excellence Centers across the country, providing an enabling environment to IT & ITeS businesses and Startups to offer software consultancy and BPO services worldwide by carrying out research and development, innovating and building globally competitive products and solutions. The incumbent will be required to coordinate with the internal stakeholders, Ministry of Information Technology & Telecommunication (MoITT), Ministry of Planning, Development & Special Initiatives (MoPD&SI), Ministry of Economic Affairs/Economic Affairs Division (EAD) , Ministry of Finance (MoF) Accountant General Pakistan Revenues (AGPR), Pakistan Public Works Department (PWD), Public-Private Partnership Authority (PPPA), international financial institutions, multi-lateral organizations, and any other relevant public and private stakeholders. Qualification & Experience:  Minimum 16 years of education in civil engineering from HEC recognized local or international University, duly registered with the Pakistan Engineering Council, and ideally with a higher degree in engineering management, project management or relevant management disciplines. PMP certification would be advantageous.  Minimum 8 years of progressively responsible experience, ideally with experience in construction of state-of-the-art large scale building complexes and facilities, and operations and maintenance experience of modern infrastructure facilities. Experience of strategic planning and management of high value civil engineering projects, especially in public sector would be advantageous. Prior international experience of building technology parks and technology research facilities would be highly desirable. Strong financial planning knowledge and experience will be preferred. Minimum three years of experience in relevant leadership role is required. Key Responsibilities:  The incumbent will work closely with CIDO to conceptualize, formulate, seek funding and approval from the relevant authorities, and implement infrastructure development and infrastructure improvement projects for the growth of IT & ITeS industry in major, secondary and tertiary cities across the country on either PPP model, or funded by the government and/or multi-lateral organizations.  Actively engage with the IT & ITeS industry and industry’s associations to understand the demand of IT & ITeS companies, Startups and Freelancers in respect to infrastructure and office space requirements in order to translate into workable plans, projects and programs to meet the industry’s needs.  Actively coordinate and engage with public and private stakeholders, including but not limited to MoITT, MPD&SI, EAD, and relevant public and private entities on the ongoing as well as new projects.  Manage, monitor, evaluate, and maintain track of all the ongoing projects, project activities, resource utilization, and regularly report on the progress and performance of infrastructure related projects. Participate in periodic performance reviews of the projects with CIDO and the relevant authorities including MoITT, MPD&SI or any other relevant authorities.  Implement project management processes and methodologies, standards, lead multiple project managers and project teams, and provide technical leadership and assistance to ensure success of the projects.  Prepare project proposals in line with industry requirements and as per prescribed procedures, formats and requirements of the government, MPD&SI, and multi-lateral organizations. Pursue approvals from competent forums. Prior experience of designing, developing and successfully executing PSDP projects will be advantageous.  Resolve issues with relevant public
