Hiring of Director Projects @ Pakistan Software Export Board (PSEB)

Reports to: Managing Director, PSEB Work Location: Islamabad (occasional travel, as and when required) Maximum Age: 50 years About the Role: Director Projects will be responsible for establishing Project Management Office (PMO) structure of the organization and creating a Center of Excellence in alignment with IT export strategy, best project management practices, methodologies, standards, guidelines, tools and organization’s requirements. The incumbent will work closely with the senior leadership in the strategic planning, development and implementation of policies, programs and initiatives for capacity building of IT & ITeS sector and enhancing IT & ITeS exports. Prior experience of leading PMO and managing public sector projects will be advantageous. Responsible for planning, organizing and aligning the direction of the organization’s project management office with ongoing and upcoming programs, projects and initiatives. Develop, implement, and govern program management processes, human resource plans, budget management exercises, project monitoring dashboards, templates, policies, and metrics. Coordinate with the internal stakeholders, Ministry of Information Technology & Telecommunication (MoITT), Ministry of Planning, Development & Special Initiatives (MoPD&SI), Ministry of Economic Affairs/Economic Affairs Division (EAD) , Ministry of Finance (MoF) Accountant General Pakistan Revenues (AGPR), and any other relevant public and private stakeholders. The incumbent shall have prior experience of drafting and auditing legal contracts, and MoUs. The incumbent should have stature, communication and interpersonal skills to effectively interact with senior leadership of relevant private and public sector stakeholders, and build solid relationship with IT & ITeS companies, Startups, Freelancers, Universities and relevant public/private organizations to develop initiatives, projects and programs for development and growth of IT & ITeS industry. Qualification & Experience:  Minimum 16 years of education in project management, engineering, computer sciences, business administration or relevant management disciplines from HEC recognized local or international University. Higher degree in project management, engineering management, business administration, or relevant management discipline is preferable. PMP certifications or Agile Project Management certifications would be advantageous.  Minimum 8 years of Projects/Program Management experience in a government or semi-government/autonomous organization or a reputed private organization with proven track record of successful delivery of projects and ability to improve project management practices. Minimum of three years in relevant leadership role is required, preferably leading PMO. Experience of strategic planning, management, monitoring and evaluation of high value projects, especially in public sector would be advantageous. Prior international experience of projects/program management would be highly desirable. Key Responsibilities:  The incumbent will be responsible for monitoring, evaluating and reporting to senior leadership on portfolio of existing and new projects and programs related to development and growth of IT & ITeS industry. Focus areas include but not limited to human resource development, training of fresh graduates/freelancers/professionals on latest technologies, on the job trainings and internships, capacity building of IT & ITeS companies including international certifications, research studies/reports/whitepapers/surveys on IT & ITeS industry and its vertical segments encompassing demand and supply side of IT & ITeS outsourcing business, international branding/marketing/promotion and business development of Pakistan’s IT & ITeS industry.  Monitor, evaluate, and maintain track of all the ongoing projects, project activities, resource utilization, and regularly report on the progress and performance of projects.
