Job Profile:
Counterpart International is seeking a HR, Office and Security Manager for its five-year, USAID-funded program in Bangladesh Promoting Advocacy and Rights (PAR). This is a full time position based in Dhaka, Bangladesh. This position will report to the Chief of Party. The program will support the creation of a more inclusive, resilient, and evidence-driven Bangladeshi civil society. The project's goal is to provide civil society with the skills, technology, financial resources, and connections to global networks that will enable it to work in partnership with the Government of Bangladesh (GOB) to advance good governance.
The HR, Office and Security Manager maintains and coordinates office services and programmatic and office logistics, and performs HR functions. Regularly assesses Counterpart's program activities and locations for staff safety and security and advises program management on protocols to reduce potential exposure to risk, impacts and liability.
Primary Responsibilities:
• Support the recruitment, hiring and orientation of new staff as well as staff performance evaluation tracking.
• Support the development of personnel manual and other HR systems, tools and templates.
• Manage procurement process including maintaining vendor lists, sorting supplier quotations, invoices and payment requests and then prepare purchase requests, purchase orders, vendor contracts, and invoice authorization forms.
• Monitor inventory of office supplies and the purchasing of new material with attention to budgetary constraints.
• Maintain complete staff records and ensure that they are in compliance with local laws, USAID regulations and Counterpart HR policies.
• Identify capacity building needs and support staff professional development.
• Update job descriptions for staff vacancies in consultation with senior management.
• Administer staff payroll and benefits. Track and update all national staff benefits including annual leave & sick leave records, leave without pay, and maternity leave.
• Hire short and long-term consultants to support program needs.
• Supervise driver(s) as appropriate.
• Assess Counterpart program activities and locations relative to their impact on staff safety and security
• Build working relations with external agencies UN, government offices, police, INGOs and other sources to enhance knowledge of potential security threats that could impact Counterpart.
• Develop and maintain protocols and security plans to reduce staff risk and vulnerability which are in line with Counterpart and local legal standards.
• Advise program management and communicate US HQ on potential exposure to risk, potential impact and liability.
• Maintain and ensure proper compliance of security incident reporting system. Share information with COP, HQ Security, donors, Counterpart staff, other NGOs as appropriate.
Qualifications:
• Advanced degree preferred.
• At least 5 years working experience in Human Resources, preferably with an international or local NGO.
• Practical field experience in security management or operations (e.g. direct INGO security management).
• Experience and knowledge of personnel and organizational security issues, conducting threat/risk assessment, and security awareness.
• Advance organizational and communication skills.
• Ability to work under pressure.
• Attention to detail, ability to track and follow up on multiple tasks independently while keeping all stakeholders informed in a proactive manner.
• Excellent cross-cultural skills, ability to work in a diverse, multi-cultural NGO environment, with respect, professionalism and gender sensitivity.
• Fluency in English.
• Good computer skills (Word, Excel, Internet, data base).
