Job SummaryThis position is located in a State or Area Office in USDA/Rural Development (RD). The incumbent serves as the Business and Program Director. The incumbent is primarily responsible for program planning, policy development, administration, coordination and evaluation of the full scope of activities related to the State's rural business and cooperative development loan, grant, and loan guarantee programs.

QualificationsApplicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in Grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. TIG must be met by the closing date of this announcement. For GS-13 level: Applicants must possess one year of specialized experience to at least the next lower grade level or its non-Federal equivalent that demonstrates: Experience planning, directing, coordinating, executing, and evaluating program activities related to the business, commercial and/or cooperative development loan, grant, and/or loan guarantee programs (i.e., processing loans and grants and servicing existing borrowers). Experience providing policy updates training in business program law, regulation, credit counseling, customer service, loan processing and/or grant processing through training sessions and development of procedures. Experience establishing priorities, evaluating performance, and/or advising employees on administrative and work-related matters. Qualifications are based upon meeting specialized experience only. Education cannot be used to qualify for this position. You will receive credit for all qualifying experience, including volunteer experience.

Major DutiesServes as the state’s authority in Business and Cooperative Program policies and activities.Evaluates business and cooperative program operations by conducting or directing special studies and analyzing reports and materials on program activities and problems.Collaborates with the management team to develop and implement Rural Development’s marketing program for the state.Directly supervises specialists and technicians and administratively oversees professionals assigned to the State Office Community Program Section.
