Job SummaryThis position is located in the Iowa State or Area Office in USDA/Rural Development (RD). The incumbent serves as a Supervisory Loan Specialist (Commercial), Community Program Staff. The incumbent is primarily responsible for program planning, policy development, administration, coordination and evaluation of the full scope of activities related to the State. The selectee will be require to report directly to one of the locations in this announcement.

QualificationsApplicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For the GS- 13 level: Applicants must possess one (1) year of general experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Applicants must have 1 year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates comprehensive knowledge and understanding of commercial financing and credit. Experience may have been gained in such work as reviewing and passing on applications for complex business and/or municipal transactions; servicing a commercial loan portfolio; analyzing financial information provided by loan applicants, determining eligibility for loans, and assessing repayment ability; reviewing and approving applications for agricultural, commercial and bank loans; servicing a commercial loan portfolio of a bank or other loan association; providing financial management guidance to borrowers. Experience planning, developing, and implementing various loan assistance programs, formulating objectives and allocating available resources necessary to effectively implement loans and grants. Performs administrative and/or technical supervision; or similar work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Major DutiesResponsible for program planning, policy development, administration, coordination and evaluation of the full scope of activities related to the State’s rural utility and community facility loan, loan guarantee, and grant programs.Evaluates community/water and environmental program operations by conducting or directing special studies and analyzing reports and materials on program activities and problems.Provides policy updates and training in community program law and regulation, credit counseling and loan processing.Reviews/and or directs the review of loan dockets to determine conformance to policy and procedural requirements.Directly supervises specialists and technicians and administratively oversees professionals assigned to the State Office Community Program Section.
