Job SummaryThis position is located in the State Office of Nevada, USDA-Rural Development (RD), Business & Cooperative Program Staff. The incumbent is primarily responsible for program planning, policy development, administration, coordination and evaluation of the full scope of activities related to the State's rural business and cooperative development loan, grant, and loan guarantee programs. This vacancy announcement is open to current Rural Development Employees only.

QualificationsSubject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS- 13 grade level). For the GS-13 level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates: - Experience in planning varied loan assistance programs. - Experience which includes developing and implementing various loan assistance programs. - Formulating objectives. - Allocate available resources necessary to effectively implement loans and grants. Experience with loan programs in either cooperatives, single-family housing or community facility. - Perform administrative supervision; or similar work. There is no education substitution for the GS-13 grade level. You will receive credit for all qualifying experience, including volunteer experience.

Major DutiesEvaluates business and cooperative program operations by conducting or directing special studies and analyzing reports and materials on program activities and problems.Reviews/and or directs the review of loan and grant dockets to determine conformance to policy and procedural requirements.Collaborates with the management team to develop and implement Rural Development’s marketing program for the state.Establishing goals, objectives and priorities; advising employees on administrative and work related matters.
