A unique and exciting opportunity has arisen for a dynamic and ambitious operational manager to join the senior leadership team at Chelsea and Westminster Hospital and the Hillingdon Hospital as General Manager - Cancer, Diagnostics, Endoscopy, Microbiology, Pathology and Decontamination Services.
The post holder will cover services at Chelsea & Westminster Hospital, West Middlesex Hospital and Hillingdon Hospital.

Accountable to the Divisional Director of Operations, and working in partnership with Clinical Directors and Divisional Nurses, the General Manager is responsible for operational delivery, operational performance, financial performance, governance, change and business development across the Directorate. The General Manager will provide effective leadership and is a key member of the Trust's and Division's senior management teams.

Accountable to the Divisional Director of Operations, and working in partnership with Clinical Directors and Divisional Nurses, the General Manager is responsible for operational delivery, operational performance, financial performance, governance, change and business development across the Directorate. The General Manager will provide effective leadership and is a key member of the Trusts and Divisions senior management teams. Responsible for the delivery of financial, quality, performance, productivity and workforce targets, including national targets and objectives set as part of Trust business planning. The General Manager will be expected to oversee the financial control of a sizeable budget (circa £25M +) including pay and non-pay across the three main hospital sites. Alongside the relevant Clinical Director(s) and Head of Professions, the General Manager will lead directorate teams, which will include managers responsible for service and performance, to ensure the efficient and effective delivery of high quality patient centred services, strategic planning and development and change programmes. This will include the coordination of clinical staff (Consultant medical staff and junior medical staff). A continuing challenge for the Trust is to improve services within reduced resources. The General Manager will continually review organisational structures and clinical and business processes within their portfolio to maximise efficiency and productivity. Accountable for establishing and maintaining internal controls within the directorate to assure delivery of financial management and the deployment of resources in line with the Trusts Financial Plan and in accordance with the Trusts Standing Financial Instructions, Standing Orders and capital investment procedures. The General Manager is also responsible for negotiating and managing Service Level Agreements and contracts. Will be accountable for establishing and maintaining effective structures and systems of control for the management of staff, including recruitment, appraisal, continuing professional development and support of the Trusts Human Resource policies and procedures. In partnership with the Head of Professions and Clinical Director, will assist the other Divisional management teams with the development of job plans for medical and non-medical staff and ensuring satisfactory cover arrangements for all departments to assure maintenance of services required for delivery of patient care throughout the year (including Bank Holidays). Lead on delivery of the business plan and core business of the Directorate to ensure continuous service improvement, quality and financial efficiency. The post holder will also take a lead on specific divisional projects or cross Trust projects as required. With input from the relevant Clinical Director(s) and Senior Nurse, form and drive a coherent strategy and change agenda for the Directorate to achieve the quality and finance expectations set out in the Clinical Services Strategy and Trust business plans, including the realisation of benefits from the Integration and Transformation Programme. Lead model formal and informal engagement of internal and external stakeholders to improve the Directorates communication with patients and colleagues. Expected to establish collaborative relationships with colleagues, working in partnership within the Trust and with external agencies to assure delivery of the divisions business plan and strategic vision. Participate in bids for services and contract negotiations within the Trusts corporate framework, collaborating as needed with Trust colleagues and other health care providers to promote innovation and the development of services. Work closely with Divisional Medical and Clinical Directors to lead on medical staffing and their associated budgets and performance targets. Ensure that line management of his or her staff is undertaken professionally and that each member of staff has a development and training plan consistent with Division and Trust objectives. Expected to work between the three main hospital sites, to ensure a consistent level of cover and leadership between the sites Please note: Some roles may require weekend shifts at multiple sites and there is also a requirement to participate in the senior manager on call rota.

Education Essential
Educated to degree level/equivalent Extensive senior management and leadership experience at a senior level in NHS / private healthcare Post graduate qualification or evidence of post graduate education
Experience Essential
Significant track record of senior level management experience gained in a complex acute hospital setting Substantial experience of managing both clinical and/ or non-clinical services Experience in liaison and negotiation at organisational level internally as well as externally, with a range of stakeholders Experience in leading, managing and developing a multidisciplinary team, including objective setting and performance management In-depth professional knowledge in a number of disciplines including e.g. financial management, performance management, information systems, staff management acquired through training and experience over extended period Experience of managing clinical staff and conducting job planning.
Desirable
Project management experience of delivering clinical services during the implementation of a building project or capital redevelopment plan Experience of working as part of a multi-site department.
