Job SummaryAs a Senior Program Advisor, you will have the primary responsibility for developing, managing, and coordinating all aspects of the energy program consistent with the agency Annual Work Plan and other agency funding mechanisms.

QualificationsYou must meet the following requirements by the closing date of this announcement. Specialized Experience for the GS-13, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: - Experience developing, implementing, and managing program policies and procedures related to energy projects in rural Alaska. - Serving as a senior advisor and representative for agency programs. Specialized Experience for the GS-12, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position is defined as: - Experience independently supporting and managing assigned energy program areas or projects. - Experience coordinating program activities and communicating with internal staff and external partners.

Major DutiesThe following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Develop programs in diverse subject areas with little external or internal support. Program areas are likely to change dramatically from one fiscal year to another. Therefore, the incumbent must have a high level of initiative and will be expected to manage widely different programs simultaneously. Build and maintain relationships both internally and externally in the area of rural programs and their development encouraging and coordinating participation with local, regional, state and federal entities. Represent the Commission by participating in other program development activities, events and groups as needed. Participate in project solicitation, selection and negotiation. Responsible for developing, negotiating and finalizing all assigned FAA agreements between program/project fund recipients, and prepare/references appropriate scopes of work, OMB guidance, reporting requirements, fees, budgetary detail, and timelines for deliverable completion. Draft and finalize all financial assistance awards (FAA) and project authorizations within program areas of responsibility. Monitors awards and project authorizations and works with the program partners to either amend and/or create new project authorizations as needed.RequirementsThe experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
