Job SummaryAs a FINANCIAL OFFICER, you will be responsible for oversight of the end-user portion of financial transactions for a headquarters federal agency, including the main financial lines of business (human resources, procurement, travel, and financial management) and administration of all documents related to financial audits.
QualificationsYou must meet the following requirements by the closing date of this announcement. For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: - Experience performing senior level financial management and budget functions for an organization, formulating and executing annual budgets. - Experience serving as a principal liaison with external financial service providers and oversight entities resolving complex financial, budgetary, and audit issues. For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: - Experience performing financial management and budget execution functions. - Experience coordinating financial activities across multiple systems and organizations. For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized Experience for this position includes: - Experience performing financial and budget support functions for an office or business. - Experience coordinating routine financial activities and information with internal offices or external partners. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related OR You may qualify by a combination of successfully completed graduate level education and specialized experience. Only graduate level education in excess of the first 2 years may be combined with experience. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
Major DutiesThe following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Research and resolves financial, budgetary, and audit issues. Prepares technical reports, analyses and exhibits on findings, and recommendations. Presents findings to appropriate personnel, either orally or in writing and implements recommendations and solutions regarding budgetary or financial policies. Serve as Agency Organization Point of Contact (AOPC) access for all government-issued Citibank travel and purchase cards and reviews all transactions. Uses CitiDirect reporting tool to gather purchasing paperwork from cardholders, analyzes for financial accuracy and submits for budget execution. Additionally, responsible for collecting delinquent travel card balances. Perform the duties of a Budget Officer and is responsible for formulation of the annual internal budgets. Develop strategies and proposals detailing alternate methods or sources of financing for programs.RequirementsThe experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
