About this role

Job summary

Please note: at this stage, the role is open only to colleagues currently employed by the Kent and Medway Integrated Care Board (ICB) and Southeast Integrated Care Boards; and current at-risk employees within Kent and Medway NHS Trusts.

The Financial Accountant - Treasury provides senior leadership and oversight for the delivery of a high quality Financial Services and Treasury function for the ICB.

The postholder leads cash management, financial controls, reconciliations, invoice approval and payment processes, ensuring compliance with Standing Financial Instructions and national financial governance requirements. They support the production of statutory accounts, provide cover for the Financial Accountant (Technical), and contribute to the development of robust financial systems and processes.

The role works autonomously with significant discretion, supporting the wider finance team to build capability, strengthen financial control and deliver value for money across the organisation.

Main duties of the job

oProvide senior leadership for the Financial Services and Treasury function, ensuring high quality service delivery.

oLead improvements to systems and processes to strengthen financial control, efficiency and effectiveness.

oOversee Accounts Payable, Accounts Receivable and Treasury operations.

oSupport the preparation of statutory accounts and returns, ensuring compliance with deadlines and legal requirements.

oSupport Agreement of Balances with NHS organisations and Whole Government Accounts (WGA) bodies.

oProvide senior support for the delivery of a comprehensive financial services function.

oEnsure robust cash management, reconciliations, invoice approval and payment processes.

oSupport the organisation in driving transformation and achieving value for money.

oBuild technical expertise and subject matter capability within the financial services team.

oWork autonomously within broad professional and organisational policies.

oSupport the CFO and Director of Finance - Commissioning in developing the finance workforce.

oCarry out other duties commensurate with banding and competence.

Person Specification

Experience Essential

Significant experience in working in Finance Experience working in partnership with senior leaders and external stakeholders. Line Management experience

Desirable

Experience leading audit processes Experience in NHS technical accounting or statutory reporting

Qualifications Essential

CCAB Qualified Educated to degree level or equivalent experience. Evidence of continuous professional development.
