About the Role

The Welsh Ambulance Services NHS Trust is seeking a senior leader to be Programme Director - Financial Sustainability Programme (FSP), providing dedicated senior leadership to accelerate delivery of productivity, recurrent efficiencies and a credible operational and financial sustainability pipeline while maintaining high-quality services.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Main duties of the job

Reporting to the Executive Director of Strategy, Planning and Performance and working closely with the FSP SRO and other Executive Directors, the Programme Director will:

Lead the Trust's Financial Sustainability Programme and key workstreams

Drive delivery of productivity and further improving efficiency, cost avoidance and reduction, commercial development and future planning

Integrate operational, strategic, financial and commissioning perspectives

Translate improvement activity into demonstrable financial and system value, including cash releasing, and build the future sustainability/transformation pipeline

The role spans organisational and system boundaries and requires the ability to influence, coordinate and constructively challenge at senior levels.

We are seeking a senior, credible and highly capable leader who:

Operates at Director/Deputy Director level and can lead complex, cross-organisational programmes

Brings strong strategic and analytical capability, comfortable with ambiguity and driving pace

Has excellent influencing and communication skills; and

Has a good understanding of productivity/performance/finance/transformation in NHS Wales and ideally ambulance services

Person Specification

Qualifications and Knowledge Essential

Educated to Master's degree level in a relevant subject, or able to demonstrate equivalent advanced knowledge, skills and experience. Extensive specialist knowledge of programme delivery, financial sustainability, transformation, planning, improvement and governance within a large complex organisation. Strong understanding of financial improvement methodologies, benefits realisation, business case development and performance reporting.

Desirable

Formal qualification in programme or project management, improvement, finance, business change or a related discipline. Knowledge of NHS Wales financial planning, commissioning and organisational governance arrangements.

Experience Essential

Substantial senior experience of leading complex cross-organisational programmes or portfolios with significant strategic, financial and reputational risk. Demonstrable track record of delivering measurable improvement in productivity, efficiency, financial performance or transformation in a large complex organisation. Experience of developing business cases, option appraisals, delivery plans and benefits frameworks for complex change. Experience of operating with credibility at senior management or executive interface level, including influencing across functions, professions and governance structures.

Desirable

Experience of working in NHS Wales or another large public service organisation in a financially constrained, politically sensitive environment. Experience of leading financial sustainability, productivity or commercial development workstreams and shaping organisational approaches to delivery.

Skills and Attributes Essential

Highly developed strategic, analytical and problem-solving skills, with the ability to assess complex information and reach sound judgements at pace. Excellent written and verbal communication skills, with the ability to communicate highly complex, sensitive or contentious information to senior audiences. Strong influencing, negotiation and relationship-building skills, with the confidence to challenge constructively and secure commitment across organisational and system boundaries. Ability to work with a high degree of autonomy, manage ambiguity and maintain delivery focus in a fast-moving and demanding environment. Competent user of Microsoft 365 and associated reporting and presentation tools.

Desirable

Welsh Language Skills levels 1 to 5 in understanding, speaking, reading, and writing in Welsh

Other Essential

Ability travel across Wales Ability to work flexibly to meet programme and organisational needs.
