Job summary

To support the Head of Capital in delivery of the capital programme through all RIBA stages of work ensuring that healthcare facilities are equipped with safe, efficient, and compliant mechanical and electrical systems. The M&E Manager designated as the 'Approved Person' plays a pivotal role in delivering capital projects that enhance healthcare facilities' infrastructure, ensuring that all mechanical and electrical systems are designed, implemented, and maintained to the highest standards of safety, efficiency, and compliance. Responsibilities encompass technical oversight, project management, stakeholder communication, and adherence to regulatory standards, with clear accountabilities to ensure successful project delivery.

Main duties of the job

Regulations, British Standards, NHS requirements, infection control standards and health & safety legislation.

Provide technical expertise throughout the project lifecycle, ensuring M&E systems are designed, installed and commissioned to high standards of safety, quality, efficiency and compliance. Support the development of technical specifications, project information, budgets and value-for-money solutions aligned to operational requirements.

Support projects from initial discussions and feasibility stages through to completion, commissioning, handover and operational delivery. Identify, assess and mitigate project risks through effective management processes, action plans and proactive issue resolution to minimise delays, cost pressures and compliance concerns.

Work collaboratively with senior leaders, finance, clinical teams, Estates colleagues, external contractors and consultants to ensure effective communication and successful outcomes. Provide regular updates to QEF and Trust working groups to support governance and decision-making.

Undertake site inspections and reviews to ensure works meet agreed specifications and quality standards. Support effective handover into Estates Management, including testing, commissioning, documentation and user training.

Support the Head of Capital with developing a competent team and coordinating specialist resources required to successfully deliver projects.

We provide a range of non- clinical services to GHNT and other NHS organisations. Our services include: estates, facilities services, procurement, medical engineering and devices, endoscopy decontamination and sterile services, transport, out-patient pharmacy, and prevention & management of violence & aggression training (PMVA).

In addition we provide consultancy services, advising clients on all aspects of establishing a subsidiary company within an NHS body to the provision of VAT compliance advice.

Job description Job responsibilities

Regularly inspects construction works to ensure they meet statutory regulations such as Building Regulations and Health and Safety at Work Act.

Conducts detailed inspections of M&E systems to verify compliance with Health Technical Memoranda (HTMs), Health Building Notes (HBNs), and other relevant standards.

Ensures that construction work meets the requirements of the construction drawings and specifications, checking all critical stages of the project.

Oversees the quality of M&E installations, ensuring they align with design specifications and operational requirements.

Keeps detailed records of each project, including daily logbooks and weekly reports.

Maintains comprehensive documentation of M&E systems, including design changes, testing results, and compliance audits.

Conduct thorough risk assessments for M&E systems, identifying potential hazards and implementing mitigation strategies.

Oversee the safety aspects of M&E installations, ensuring they meet NHS safety protocols and standards.

Review and approve M&E designs and specifications, ensuring they align with project requirements and NHS standards.

Collaborate with design teams to integrate M&E systems seamlessly into the overall project design.

Lead the commissioning process for M&E systems, ensuring they are fully operational and meet all specified requirements.

Prepare and maintain comprehensive documentation for M&E systems, facilitating smooth handover and future maintenance.

Act as the primary point of contact for all M&E-related matters within capital projects.

Communicate effectively with internal and external stakeholders, including project managers, contractors, and regulatory bodies.

Provide training and guidance to staff on M&E systems and safety procedures.

Promote continuous professional development within the M&E team.

Undertake regular audits of M&E systems and processes where necessary ensuring ongoing compliance and identify areas for improvement.

Lead/champion audit processes implementing corrective actions as needed, and fosters a culture of continuous improvement within the team.

Support the preparation of schedules of outstanding work and defects prior to the issue of certificates of practical completion.

Identifies and rectifies defects in M&E systems, ensuring all issues are resolved before project handover.

Person Specification

Qualifications Essential

Requires UK Driving License Knowledge and Skills in using AutoCAD / Revit Experienced in the use of Microsoft Office Suite Sound understanding of principles of Building Services (M&E Engineering) and detailing Awareness of legislation, Guidance Notes, Health Technical Memoranda, building related Codes of Practice together with technical and operational documents relevant to the Estates function Knowledge and Skills in the use of Microsoft Office Suite A relevant qualification (or working towards) in Building Services Engineering; Mechanical Engineering; Electrical Engineering; Building Surveying or equivalent. An engineering disciplined HND, HNC, OND, ONC

Minimum 12 months relevant post qualification experience
