Job SummaryThis position serves as a Supervisory HR Specialist for the Power Marketing Administration Shared Service Center (PMA SSC), Employee Services and Compensation Division, Workforce Relations Branch. As the Supervisory HR Specialist, you will provide technical advice, guidance and interpretation of law and regulations and broader Human Capital functions relative to the Employee Relations (ER) program, Employee Benefits Programs and HR processing program/project activities.

QualificationsSPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as: Negotiating with Federal labor unions. Advising and assisting employees and managers in routine matters related to conduct, performance, attendance, dispute resolution issues, pay administration, performance management and awards, personnel management evaluations, and/or benefits. Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Major DutiesAs a Supervisory Human Resources Specialist, you will: The Workforce Relations Branch (WFR) provides Employee Relations (ER) advice and guidance services on drug testing, performance management, awards, grievances, appeals, disciplinary and adverse actions, contract administration, negotiations, disputes; manages salary surveys and pay setting for non-GS pay plans; administers benefits and work-life programs for current and former employees, annuitants, survivors, and eligible family members; authenticates, approves, and processes Human Resource actions Develops, delivers, manages, maintains and evaluates PMA SSC, Employee Relations, Processing, and Benefits programs. Establishes program objectives, deadlines, and goals. Manages workload based on internal and external drivers; assigns and prioritizes work, analyzes, and resolves awork problems. Collaborate with other SSC HR Branch and Advisory Office supervisors to negotiate, coordinate, and determine work-related changes. Ensures delegated HR programs provide outstanding customer responsiveness, innovation, efficiency, and effectiveness. In full partnership with management, integrates employee relations, benefit and processing operations with mission needs and management objectives while maintaining decisions, operations, and transactions consistent with applicable laws, regulations, guidance, merit principles and when applicable labor relations and current collective bargaining contracts. Advises, and consults with the highest levels of PMA management, interacts with national union representatives, and local union Presidents. Establishes, collaborates, and maintains effective relationships with employee organizations representing Federal employees. Guides and consults with management on various labor relations matters; negotiates and manages employees administering labor agreements.RequirementsMust be a U.S. Citizen or National.
