QualificationsBasic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements: EDUCATION: A 4-year course of study leading to a bachelor's degree with a major in any field; or At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. To qualify at the GS-12 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular and recurring basis. Specialized experience may include the following: Preparing and issuing solicitation documents, selecting appropriate clauses to complete specifications. Performing detailed analysis of bids or proposals received including insuring strict compliance with specifications on advertised procurement and recommending award to lowest bidder providing such compliance. Drafting final contract including specifications, packing and shipping requirements, inspection instruction, and all other special and standard clauses. Reviewing requisitions to determine proper specifications or purchase descriptions are included in solicitation documents. NOTE: Education cannot be substituted for experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Major DutiesYou will serve as a Contract Specialist and be responsible for the development of acquisition strategy through contract execution, contract administration and contract closeout. The incumbent may hold a contracting officer's warrant if determined there is a need. The incumbent has complete responsibility to plan and recommend for execution of all contractual actions and phases for assigned projects.. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Procures items or services with specialized requirements related to complex IT systems, equipment and system operation, maintenance and repair, supply and production items, various support services, aircraft/vessel parts, etc. Develops the solicitation document, publicizes the requirement, analyzes offers received, prepares a negotiation position, negotiates cost, fee or profit as well as resolves technical issues, and enters into a formal contract. Performs price/cost analysis on submitted quotes/proposals to determine if the submitted price is fair and reasonable to the Government. Monitors contractor performance through email and telephone correspondence to ensure successful completion of the contract in accordance with the established terms and conditions. Performs detailed contract administration activities including invoice tracking/approval and modifications for option years, revised clauses, in scope changes, de-obligations, closeouts, etc.RequirementsAll qualification requirements must be met by the closing date of the announcement.
