Job summary

Inclusion Health Devon CIC is looking for an experienced and motivated Business Manager to help lead a unique primary care service supporting people experiencing homelessness and severe social disadvantage across Devon.

This is an opportunity to take on a senior leadership role within a small, ambitious organisation that is committed to improving health outcomes for some of the most vulnerable people in our communities. Working closely with Directors, clinical leaders and the Practice Manager, you will play a key role in ensuring the organisation is well governed, financially sustainable, operationally effective and ready for future opportunities.

The role combines strategic thinking with practical delivery. You will lead on governance, finance, HR, service development and stakeholder relationships, helping the organisation move confidently from successful service establishment into its next phase of growth and development.

Main duties of the job

As Business Manager, you will provide senior operational leadership across a specialist primary care service supporting people experiencing homelessness and severe social disadvantage.

Working closely with the Directors, Practice Manager and clinical team, you will help ensure the organisation remains well governed, financially sustainable and operationally effective. You will support the development of systems, processes and partnerships that enable the service to deliver high-quality care while meeting regulatory and contractual requirements.

The role includes leadership of governance, finance, workforce and organisational development, alongside building strong relationships with commissioners, partner organisations and community stakeholders. You will play a key role in supporting service improvement, managing organisational risk and helping shape the future direction of a growing and innovative service.

This is a varied role that combines strategic thinking with practical delivery and offers the opportunity to make a meaningful contribution to improving healthcare access and outcomes for some of the most vulnerable people in our communities.

Inclusion Health Devon CIC provides specialist primary care services for people experiencing homelessness and severe social disadvantage across Devon. We work with patients who often face multiple barriers to accessing healthcare, including poor physical and mental health, substance dependence, safeguarding concerns and unstable housing.

Inclusion Health Devon CIC is seeking an experienced Business Manager to provide senior operational leadership for a specialist primary care service supporting people experiencing homelessness and severe social disadvantage.

The postholder will work closely with the Directors, Practice Manager and clinical leadership team to ensure the organisation remains well governed, financially sustainable and operationally effective. The role combines strategic leadership with practical delivery and will play a key role in supporting service development, organisational resilience and continuous improvement.

This is a senior part-time position requiring an individual who is comfortable working autonomously, building strong relationships and leading across multiple areas of organisational responsibility.

Main Duties and ResponsibilitiesGovernance and Compliance

Lead and maintain effective governance systems appropriate for a CQC-registered healthcare serviceEnsure robust processes are in place for incident management, complaints, safeguarding, significant event review, audit and quality improvementMaintain organisational risk management systems and support the development and review of policies and proceduresEnsure evidence is maintained to support regulatory compliance and assurance requirements

Finance and Performance

Provide oversight of budgets, financial planning, forecasting and reportingWork with finance and payroll providers to ensure effective financial management processesSupport Directors by providing clear financial information and recommendations to inform decision-makingMonitor contractual and performance requirements and support reporting processes

Human Resources and Workforce

Provide senior leadership and oversight for workforce management processesSupport recruitment, induction, appraisal, performance management and workforce planning activitiesLine manage the Practice Manager and provide leadership support across the wider teamPromote a positive organisational culture and support staff wellbeing

Service Development and Improvement

Identify opportunities to improve systems, processes and ways of workingSupport the development and implementation of service improvement initiativesHelp ensure the organisation continues to develop sustainable and effective models of careSupport organisational planning and future service development opportunities

Stakeholder and Partnership Working

Develop and maintain effective relationships with commissioners, partner organisations and wider stakeholdersSupport contract management, commissioning discussions and organisational representationWork collaboratively with local agencies to strengthen integrated service delivery

Operational Oversight

Provide oversight of operational performance, capacity and service delivery arrangementsSupport the Practice Manager and clinical leads in implementing and embedding operational improvementsMaintain oversight of organisational systems, information governance arrangements and digital infrastructureEnsure patient feedback and learning are used to inform service development

Person Specification

Qualifications Essential

Educated to degree level or equivalent experience Evidence of continuing professional development

Desirable

Management qualification or postgraduate qualification in a relevant subject CIPD, ILM, MBA or equivalent leadership qualification

Experience Essential

Significant senior management experience within healthcare, public sector, voluntary sector or similarly complex service environments Experience of managing teams and supporting workforce performance and development Experience of financial management, budgeting and reporting Experience of developing and implementing organisational policies, processes or governance arrangements Experience of working with multiple stakeholders and building effective professional relationships Experience of leading service improvement, organisational development or change initiatives

Desirable

Experience within primary care, community health services, inclusion health, homelessness services or services supporting vulnerable groups Experience supporting CQC compliance, inspection preparation or quality improvement programmes Experience of NHS commissioning, contracting or provider management Experience of line managing senior staff
