Moorfields Eye Hospital is undergoing a once in a generation transformation with the development of the new Moorfields and UCL Centre for Eye Health. We are seeking an experienced and dynamin Programme Lead for Training, Induction and Orientation to play a critical role in ensuring our workforce is fully prepared for transition.
This unique opportunity to lead a high-impact, trust wide programme that directly supports patient safety, service continuity and staff experience during a major organisational change
Main duties of the job
As Programme Lead, you will provide strategic and operational leadership for the design, delivery and evaluation of a comprehensive induction, orientation and training programme to support the move to the new Oriel site.
You will
take overall responsibility and accountability for a trust wide workforce induction and training programme lead the development of innovative, inclusive and high-quality induction pathways for a divers workforce work closely with senior leaders, clinical teams and stakeholders across the organisation and external partners ensure all staff are prepared, compliant and confident to deliver safe, high-quality care in a new environment manage programme timelines, risks, governance and reporting, contributing to the wider Oriel programme delivery
This role requires a high degree of autonomy, strong programme leadership skills and the ability to influence at all levels of the organisation.

Main Responsibilities
Lead a complex, large-scale workforce development programme aligned to organisational prioritiesDesign and implement end to end induction and orientation strategies for multiple staff groupsProvide expert advice to senior leaders on training, workforce readiness and transition planningEnsure compliance with statutory and mandatory training requirements, monitoring performance and escalating risks where appropriateInfluence and engage stakeholders to ensure ownership and successful delivery of the programmeLead programme outcomes using data and feedback, driving continuous improvement
Programme Leadership
Take overall responsibility and accountability for the design, planning, coordination and delivery of the trust-wide Oriel orientation and induction programme.
Develop structured induction pathways tailored for various staff groups (clinical, corporate, support services).
Ensure all staff transitioning to Moorfields and UCL Centre for Eye Health (Oriel) are scheduled for and complete required training and induction activities within agreed timescales.
Coordinate large-scale induction and orientation logistics, including timetabling, organising and coordinating venues, digital learning platforms and facilitators.
Provide expert advice and guidance to senior leaders on workforce induction, training strategy and readiness for transition.
Mandatory Training and Compliance
Work with subject matter experts/leads to ensure all statutory and mandatory training requirements are aligned to the Moorfields and UCL Centre for Eye Health (Oriel) transition.
Monitor compliance and completion rates, ensuring accurate reporting and escalation of risks.
Ensure training content is updated, fit for purpose, accessible, aligned to national standards and trust policies.
Orientation and Workforce Readiness
Design and implement a comprehensive site orientation programme, including operational workflows, digital systems, and new ways of working.
Support staff to transition effectively into new environments, promoting confidence and engagement.
Incorporate the trusts values, patient safety, quality improvement and equality, diversity & inclusion principles into all programmes.
Stakeholder Influence
Influence and negotiate with senior leaders and stakeholders to secure alignment, resources and ownership of induction and training strategies.
Act as a key point of contact for induction and training-related queries linked to the Oriel relocation.
Facilitate workshops, briefings and communications to support awareness and participation.
Facilitate negotiations where delivery plans need to be adapted whilst managing stakeholder expectations and barriers to communication.
Communication
Develop and maintain strong working relationships with of operational, clinical and corporate management teams including good knowledge of the overall aims, objectives and initiatives providing meaningful expert advice
Manage communications throughout the change journey, working with others to establish effective networks to communicate change and use motivational skills to encourage collaborative working.
Communicate and engage constructively with a wide range of internal and external stakeholders.
Programme/Project Management
Operate with a high degree of autonomy, making independent decisions on programme design, delivery methods, prioritisation and risk management, escalating only where required.
Lead complex programme planning, including dependency management, critical path analysis, risk mitigation and resource planning across multiple workstreams.
Ensure delivery milestones are achieved within agreed timescales.
Contribute to wider Oriel programme governance and reporting requirements.
Escalate risks, issues and non-compliance to senior governance forums, providing recommendations for resolution.
Ensure the programme contributes to organisational readiness, service continuity and patient safety during a major trust transformation.
Evaluation and Continuous Improvement
Evaluate the effectiveness of induction and training programmes using feedback, metrics and outcome data.
Implement improvements based on learning and best practice.
Produce regular reports for senior stakeholders on programme impact and progress.
Line Management/Leadership
Provide matrix leadership and oversight to staff contributing to programme delivery, including L&D colleagues, subject matter experts and facilitators.
Financial/Resource Responsibility
Contribute to the effective use of resources and budget associated with training delivery, ensuring value for money.
Person Specification
Education Essential
Educated to degree level with evidence of postgraduate study, specialist training or equivalent experience in Learning & Development, Organisational Development Human Resources of related field CIPD or equivalent professional qualitfication
Desirable
Project management qualification e.g., PRINCE 2
Experience Essential
Significant experience in Learning & Development, Induction or Workforce training within the NHS or healthcare setting Experience of leading and delivering complex large scale workforce development or organisational change programems Experience of working with multiple stakeholders across complex organisations Experience of designing blended learning solutions (digital and in-person)
Desirable
Experience supporting major change projects, service redesign or site transitions
Knowledge Essential
Specialist knowledge of statutory and mandatory training requirements in healthcare setting
