QualificationsApplicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience managing programs; this can include directing, planning, budget formulation, acquisitions and monitoring agreement implementation to ensure coordination and delivery of government-to-government assistance programs. Experience providing advisement on bilateral assistance agreements. Experience interpreting legislation, regulations, and agency policies to assess their impact on operations and provide recommendations to senior officials and stakeholders to achieve organizational objectives. There is no substitute of education for specialized experience for the GS-13 position.
Major DutiesServes as the Bureau's subject advisor on Government-to-Government (G2G) Agreements, maintaining strategic relationships with Regional Bureaus, Bureau of Budget and Planning (F Bureau) coordinating implementation of bilateral assistance programs.Directs, implements, coordinates, or oversees bilateral G2G assistance programs impacting GHSD, including program planning, budget formulation, acquisition planning, and monitoring of agreement implementation.Interprets legislation, regulations, and agency policy affecting G2G bilateral assistance programs to assess their impact on current procedures and recommend action to achieve organizational objectives and improvements.Provides oversight and coordination of analysis and issuance of G2G-related policies to managers, senior officials, Regional Bureaus, and overseas posts to ensure consistent implementation.Represents the bureau at interagency meetings and conferences to advocate for bureau views and policy positions on G2G assistance and coordinate with stakeholders including USAID and partner country governments.
