Job SummaryThis position is located in the Bureau of International Narcotics and Law Enforcement Affairs (INL), Office of Aviation and Cross Border Programs (INL/ACB), Aviation Division (INL/ACB/A). The division provides counternarcotics/counterterrorism aviation support in Peru, Panama, Costa Rica, and Colombia and operates a regional aviation program involving over 90 aircraft.
QualificationsApplicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Qualifying specialized experience must demonstrate the following: Experience performing full range of contract administration duties. (e.g. solicitation, evaluation and pre-award, award, kickoff meetings, oversight to include monitoring and corrective actions, funds management and contract close-out). Experience performing administrative personnel management functions such as supervising employees, observing worker performance, providing feedback, advising, and counseling workers on administrative matters. There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
Major DutiesManages and oversees the administrative and technical implementation of INL/ACB/A aviation support contracts under the direction of the INL/ACB/A leadership and in liaison with the INL/ACB/A technical staff.Guides and directs the Branch's staff in initiating, coordinating, and closing out Technical Directives and other contract administration actions between the Government and the Contractor.Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system.Coordinates with the INL/ACB/A technical staff to develop, administer, implement, and evaluate performance of multiple aviation services contracts.Oversees development and preparation of Technical Requirements Documents (TRDs), Statements of Work (SOW), and Independent Government cost estimates.
