Job SummaryYou will serve as the Deputy Director for the Mission Operations Directorate providing management and direction over: experimental facilities and equipment; design/development of procedures, techniques, and methods of equipment operation; design of facility modifications to meet test requirements; analysis, validation, and storage of test data.

QualificationsIn addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Providing technical oversight over analysis and planning of new systems/systems capabilities/ testing systems; Planning, developing and leading engineering projects; Making strategic decisions, plans or recommendations that significantly influence important organization's policies or programs. Major DutiesAssists Director in leading the development, acquisition, operation and sustainment of the Dryden Aeronautical Test Range.Provides technical and administrative direction to subordinate employees; identifies strategic objectives for the organization; defines jobs and assignments; represents and defends organization and employees work to senior management.Provides engineering analysis for special projects, future projects, and in advance planning of new systems and capabilities of all applicable agency programs and areas of concern and responsibility.Provides coordination and management oversight of Directorate functions, Dryden Aeronautical Test Range; technical management of contracts providing services and products; resource analysis; management of the Radio Frequency (RF) Spectrum.Manages flight test range operations, research aircraft telemetry, mission control rooms, air-to-ground communications, ground communications, flight data processing and data archival.Directs and manages significant elements or phases of projects related to major organizational functions, programs, or projects.Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.
