NHS Birmingham, the Black Country and Solihull Cluster Integrated Care Board is seeking an exceptional system leader to join us as Deputy Chief Officer Population Health Improvement. This is a highprofile role reporting to the Chief Strategy Officer, with responsibility for leading the ICBs population health strategy, prevention agenda and wider system outcomes.

You will provide senior leadership through a commissioning lens to build the infrastructure, insight and partnerships required to improve population health outcomes, reduce inequalities and enable longterm, sustainable change. This includes developing a dynamic, datadriven understanding of population need using realtime analytics, predictive modelling and economic analysis to inform strategic planning and decisionmaking.

Working closely with Board members, local authorities, VCSE partners, academia, providers and regional and national partners, you will ensure the ICB strategy delivers the three strategic shifts: from treatment to prevention, hospital to community, and analogue to digital, while leading the ICBs fourth aim focused on social value and wider system outcomes.

Main duties of the job

As Deputy Chief Officer Population Health Improvement, you will lead systemwide transformation to improve population outcomes and embed evidenceled strategy, commissioning and planning at scale.

Key responsibilities include:

Leading development and delivery of the ICB Strategy and supporting plansProviding strategic leadership for population health, improving outcomes and reducing inequalitiesUsing advanced analytics (segmentation, stratification, predictive modelling) to inform planning and designActing as ICB lead for STAR (Socio-Technical Allocation of Resources)Leading Commissioning for Value and Outcomes with finance and commissioning colleaguesActing as SRO for prevention and population health transformation programmesLeading contribution to social value, economic wellbeing, work and health outcomesOverseeing delivery of a five-year population health strategy aligned to the national 10-year planBuilding partnerships across local authorities, WMCA, VCSE, housing, DWP, academia and providersLeading population-level workforce planning aligned to future care modelsLine managing senior teams across planning, analytics, workforce and work & healthProviding assurance to the Board and committees on delivery, risks and benefits realisation

Experience Essential

Expert knowledge of integrated care system and new care models Significant knowledge and experience of how to facilitate collaborative working in complex systems Significant expertise in leading system change Excellent understanding of the background to and aims of current healthcare policy Significant experience of operating at a senior level in complex organisational environment Significant experience of senior level decision making and effective delivery in ambiguous and changing environments Substantial experience of working independently with Board level stakeholders to deliver objectives Significant experience of working with senior leaders and clinicians with the ability to motivate, persuade and negotiate Significant experience of sensitively engaging a broad range of stakeholders in programmes of work, including working with patients and the public Previous responsibility for multiple budgets including involvement in budget setting, and working knowledge of financial processes Working knowledge of Microsoft office programmes with advanced keyboard skills A thorough understanding of and commitment to equality of opportunity and good working relationships

Postgraduate study in leadership and management or equivalent level of training or experience A broad range of extensive knowledge in more than one specialist area, acquired though postgraduate diploma or equivalent experience, plus further specialist knowledge or experience
