Do you have the strategic leadership skills to shape and deliver integrated, place based health and care at scale

This is a rare opportunity to join NHS Birmingham, the Black Country and Solihull Cluster ICB as Deputy Chief Officer Care Integration. Reporting to the Chief Strategy Officer, you will play a key role in delivering the NHS Long Term Plan, driving integrated, neighbourhood and place based care to improve outcomes, reduce inequalities and maximise system resources.

As a senior system leader, you will work with executive colleagues, local authorities, providers, VCSE partners and citizens to lead commissioning strategy, outcomes frameworks and governance that support integrated care models across the ICB, ensuring alignment between commissioning, transformation and delivery.

You will focus on advancing health equity, strengthening neighbourhood health, building integrated partnerships and maintaining financial discipline and productivity.

Working closely with Board level stakeholders, Place Partnerships and system partners, you will operate confidently in complex environments, influencing across organisational boundaries and providing assurance at executive and Board level.

Main duties of the job

As Deputy Chief Officer for Care Integration, you will provide systemwide leadership for integration commissioning and neighbourhood health, with significant responsibility for strategy, delivery and assurance.

Key responsibilities include

Leading the system-wide integration commissioning strategy and outcomes framework aligned to national and local prioritiesDesigning, mobilising and overseeing delivery of integrated care and neighbourhood health modelsLeading development and operation of Place Committee arrangements and effective delegation to placeLeading commissioning approaches for NHS Anchor organisations to support place-based outcomes and social valueActing as SRO for integration and community transformation programmes, aligning commissioning, transformation and deliveryProviding professional and line management leadership to Heads of Programme and Programme DirectorsEnsuring delivery of quality, access, productivity and inequality outcomesProviding assurance to Executive Directors, Board and committees on progress, risks and benefitsSupporting a system place and Executive Director within Place governance arrangementsLeading and influencing regional commissioning, including engagement with West Midlands Ambulance Service

Qualifications Essential

Educated to Masters degree level in relevant subject, or equivalent level qualification, or significant demonstrable experience of working at a similar level in a specialist area Membership of relevant professional body Significant evidence of post qualifying and continuing professional development Postgraduate study in leadership and management or equivalent level of training or experience A broad range of extensive knowledge in more than one specialist area, acquired though postgraduate masters or equivalent experience, plus further specialist knowledge or experience

Experience Essential

Expert knowledge of integrated care system and new care models Significant knowledge and experience of how to facilitate collaborative working in complex systems Significant expertise in leading system change Excellent understanding of the background to and aims of current healthcare policy Significant experience of operating at a senior level in complex organisational environment Significant experience of senior level decision making and effective delivery in ambiguous and changing environments Substantial experience of working independently with Board level stakeholders to deliver objectives Significant experience of working with senior leaders and clinicians with the ability to motivate, persuade and negotiate Significant experience of sensitively engaging a broad range of stakeholders in programmes of work, including working with patients and the public Previous responsibility for multiple budgets including involvement in budget setting, and working knowledge of financial processes Working knowledge of Microsoft office programmes with advanced keyboard skills A thorough understanding of and commitment to equality of opportunity and good working relationships
