Job SummaryThis position is with the Department of War Office of Inspector General (DoW OIG), Office of Legislative Affairs and Correspondence (OLAC), Executive Secretariat (Exec Sec). The incumbent is responsible for the Publications and Forms Program, and is charged with completing diverse and professionally challenging assignments involving the design, development, implementation, and evaluation of new or extensively modified policies, procedures, methods, techniques, and systems for the program.
QualificationsTime in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service. Specialized Experience: Applicants must have 52 weeks of specialized experience at the GS-12 level or equivalent under another pay system. Specialized experience is defined as experience developing, planning, directing, and implementing policies, and procedures, in accordance with DoW guidance. Experience also includes developing procedures and providing customers and management with guidance on publication preparation, staffing, and concurrence. Conducting analysis of program policies and procedures with the goal of improving efficiency, effectiveness, and ensuring adherence to program standards. Communicating with and providing feedback to stakeholders regarding program requests and inquiries; able to schedules meetings, lead projects, initiate and respond to data calls, and provide program-related training. Must also have experience developing detailed plans, tasks, milestone dates, and schedules to ensure proper sequencing of events. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction. Major DutiesServes as the DoW OIG’s Publications and Forms Program Manager, responsible for the development planning, directing and implementation of accurate publication management policy and procedures in compliance with DoW and DoW OIG policies and standards.Assists in the editing of organizational publications, staffs draft publications with component and subcomponents for review, consolidates comments.Coordinates resolutions between proponent and non-concurring parties, recommends final approval, and distributes.Manages the program in accordance with the applicable DoW and DoW OIG policies. Provides subject matter expertise in the form design software and the technical configuration of DoW OIG forms.Works with proponents to conceptualize and specify forms requirements and objectives and advises and assists action officers with the form design and ensures that the requirement for a form is prescribed by a DoW OIG publication.Conducts analysis of program policies and procedures with the goal of improving efficiency, effectiveness, and ensuring adherence to program standards.Conducts qualitative and quantitative process improvement analysis in coordination with agency stakeholders.
