Job SummaryThe positions are in the Office of the Department of War, Office of the Inspector General (DoW OIG), Office of the Deputy Inspector General for Audit. The Audit component conducts, monitors, and initiates audits relating to the programs and operations of DoW. Two positions are in the Acquisition Contracting and Sustainment (ACS) Directorate, one position is in the Audit Front Office (AFO), and one potentially in the Readiness and Global Operations (RGO) Directorate.

QualificationsTime in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service. Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-13 level in the Federal service or at an equivalent level. This specialized experience must have been acquired in an environment focused on government oversight, audits, or investigations at the federal level. Specialized experience is defined as: (1) Planning complex audits by setting priorities, coordinating with stakeholders, and monitoring progress to meet objectives. (2) Applying knowledge of the agency's mission, policies, and audit requirements to resolve issues and ensure compliance. (3) Leading teams conducting audits, including developing methodologies, reviewing working papers, and assessing controls. (4) Communicating audit expectations and results through clear briefings, meetings, and audience-appropriate messaging. (5) Preparing clear, evidence based audit documentation, findings, and recommendations. AND Basic Qualifications for the 0511 Series: Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. OR Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; Or 2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. Related fields that also may qualify: Business Management, Criminal Justice, General Business, Homeland Security, Information Security, Information Technology, International Business, International Justice, International Relations, Investigative Reporting, Journalism, Management, Management Operations, Mathematics, Organizational Management, Public Policy, Political Science, Resource Management, Any Major that includes 15hrs in accounting. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0500/auditing-series-0511/ Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction. Major DutiesManages one or more teams of auditors in the planning and execution of audits, and conducts and documents timely supervisory review to ensure products achieve desired results, satisfy audit objectives, and meet standards.Prepares or oversees the development of project proposals documenting future audit plans.Prepares or oversees the preparation of timely, understandable, professional and convincing reports.Participates in, and briefs, management and key officials on critical management issues.Supervises staff; overseeing or directly assigning work; rating, rewarding, holding employees accountable for performance through timely and constructive feedback.
