Job SummaryThis vacancy is for a GS-0203-5/6/7, Human Resources Assistant (OA) located in the Department of Homeland Security, U.S. Coast Guard, HUMAN RESOURCES SERVICE CENTER HEADQUARTERS in WASHINGTON, District of Columbia. This position is open to status candidates in the local commuting area of Washington, D.C.

QualificationsTo qualify at the GS-05 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-04 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Performs processing and verification of routine personnel and pay actions to permanent and temporary civilian employee records to produce accurate and timely personnel actions in accordance with Office of Personnel Management rules, agency policies, and established procedures Performs standardized staffing clerical support functions to applicant records, recruitment sources, and eligibility registers to produce accurate applicant tracking, referral documentation, and applicant notification correspondence supporting staffing actions. Performs clerical classification support and data verification to position records, competitive level codes, bargaining unit status, and organizational data to produce accurate position information and reports by verifying codes and troubleshooting routine data discrepancies. Uses word processing and office automation tools to create, edit, and distribute HR documents and electronic correspondence to produce accurate standardized letters, reports, and records through proper use of software applications and electronic communication systems. Processes the full range of personnel and pay actions, including novel or unusual actions of civilian employee personnel and pay records to produce accurate and compliant personnel actions by examining moderately complex pay issues and applying applicable laws, regulations, and agency policies. Performs non-standard staffing support duties to applicant files and recruitment actions to produce qualified referral lists and staffing documentation by reviewing applications, applying OPM qualification standards, veterans' preference, and applicable hiring authorities. Prepares and issues vacancy announcements to recruitment actions using USA STAFFING and other authorized recruiting sources to produce properly advertised vacancies by ensuring announcements meet OPM and agency recruitment requirements. Processes classification support actions and position data requests to standard position descriptions and organizational records to produce accurate position management data by assigning and verifying codes, generating reports, and resolving discrepancies in position and organizational structures. Uses word processing and office automation tools to create, edit, and distribute HR documents and electronic correspondence to produce accurate and timely reports, letters, and records by applying established formatting standards and electronic communication procedures. NOTE: Education can not be substituted for experience at this grade level. To qualify at the GS-07 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-06 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Processes the full range of personnel and pay actions, including complex actions to civilian employee personnel and pay records to produce accurate and compliant personnel actions by researching moderately complex pay issues, applying laws and regulations, and serving as technical resource to lower graded employees. Apply appointing authorities, qualification standards, and employment regulations to applicant files and staffing actions to produce qualified applicant referrals and advisory support to managers by screening applications, ranking applicants, and explaining legal and regulatory staffing requirements and options. Performs delegated staffing support functions to permanent and temporary recruitment actions to produce properly executed hiring actions by assisting with job analysis, establishing evaluation criteria, preparing vacancy announcements, applying merit promotion principles, and administering job offers and applicant notifications. Classifies and administers position data for common occupations and selected data elements to position descriptions, organizational records, and classification requests to produce accurate and complete classification actions by independently validating BUS codes, FLSA status, drug testing designation, furlough category, and resolving discrepancies for specialist review. Provides technical guidance and automated document support to managers, employees, and HR users to produce effective HR service delivery by advising on HR information systems, conducting pre-employment interviews, coordinating PCS and travel actions, and producing complex HR documents using office automation tools. Education: Successfully completed 1 academic year of graduate level education in a field directly related to doing the work of the position OR have a combination of experience as described in the job opportunity announcement and education. Major DutiesYou will serve as an Human Resources Assistant (OA) and be responsible for providing clerical and technical support for processing a full range of staffing and position classification actions and to independently perform certain routine assignments . Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Examines pay issues to employee records to ensure accurate pay actions in compliance with laws and regulations. Provides staffing guidance to managers to support compliant hiring decisions based on regulatory requirements. Provides HR system information to managers and employees to enable effective use of HR information systems. Provides technical guidance to managers and employees to maintain accurate HR processing and consistent procedures. Administers classification data reviews to position records to verify accurate workforce and position information.
