Job SummaryThis position is located in the Bureau of Budget and Planning, Office of Planning, Office of Planning and Performance. The Bureau carries out the principle responsibilities of preparing and submitting the Department's budget requests and managing the Department's operational resource requirements.

QualificationsApplicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: There is no substitute of education for specialized experience for the GS-14 position. Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing policy recommendations, regulations or procedural guidance for senior leadership on management or programmatic issues. Exhibiting and applying understanding of performance management principles to develop, guide, and improve performance-related activities and perform quality control for deliverables, and to document, present, and defend activities to decision-makers. AND Experience leading teams or coordinating initiatives or working groups to address effectiveness and efficiency of operations or programs. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to adjust to change, work pressures, or difficult situations without undue stress. Willingness to consider new ideas or divergent points of view. Capacity to "see the job through."

Major DutiesPrepare and present policy recommendations for senior officials for use in management policy formulation and assist in planning and implementing new policies, initiatives, regulations, or legislation.Convene working groups, often consisting of multiple bureaus, working to understand and incorporate equities and concerns across the board, and then work with the group to draft new policies and regulations.Analyze policy options and develop alternatives and strategies that align with the Departmental mission to achieve management policy goals.Plan, design, and lead/conduct complex and comprehensive analysis to identify solutions to improve the effectiveness, efficiency, and productivity of management and operational structures and processes.Recommend, develop, and monitor programmatic and operational performance metrics, and analyze such data to identify gaps in policy and assess the impact of such gap.
