QualificationsYou may qualify at the NH 03 , if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH-02 (GS-11) grade level in the Federal service as listed below: Utilize financial background to leverage a comprehensive understanding of the DoD Financial Management Regulation to compile, analyze, and present financial data. Participate in Financial Business Process Re-engineering sessions; influence and motivate others in the transportation and financial communities to accept new processes and systems. Utilize expertise in DoD transportation and financial systems and data. Knowledge of Military Services and Agency finance functions, operations, policies, and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Major DutiesAs a FINANCIAL MANAGEMENT SPECIALIST at the NH-0501-3 some of your typical work assignments may include: Participates in financial requirements definition, development, and testing of an Enterprise-wide single Joint Transportation Management System to ensure compliance with DoD and Command's operational roadmap. Participates in the review and analysis process of financial functions, contributing insight into decision making and risk assessment. Identifying financial information systems capabilities to anticipate/identify finance function issues associated with planning, programming, and budget execution across multiple Services and Agencies. Comprehensive skill in developing strategic visions, evaluating process effectiveness, resolving complex and sensitive planning problems across diverse organizations and policies, and recommending resource optimization methods to maximize efficiency and effectiveness in across financial functional areas. Ability to plan, lead and organize projects; ability to assimilate, analyze, and evaluate data to formulate command positions; ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy to articulate and defend command requirements to officials in OSD, the Joint Staff, DLA, GSA, TCCs, and other government agencies.
