Job SummaryThis position is located in the Human Resources Division-Arlington, VA. The selectee of this position serves as a Human Resources Specialist (Recruitment and Placement). You will be responsible for providing expert advice, guidance, coordination, and technical services to customers of varying levels for a broad range of complex and/or controversial recruitment and placement issues.
QualificationsGS-13 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You may qualify at the GS-0201-13 level, if you fulfill the following qualifications: Specialized Experience: One year of full-time specialized experience at or equivalent to the grade GS-12 in the Federal Service performing duties which include the following: 1. Interpreting and applying Federal rules and regulations related to delegated examining operations and applying veterans' preference; 2. Coaching and mentoring junior human resources specialists and/or assistants in recruitment and placement; 3. Providing strategic advice and guidance to management regarding recruitment, hiring, compensation, and retention strategies; AND 4. Assisting with drafting policies, procedures and/or guidance for human resources programs related to staffing, recruitment, and placement. Quality Ranking Factor: Additionally, a special qualification will be considered in the evaluation of eligibles for certification. A Quality Ranking Factor (QRF) is expected to enhance performance in this position; it will not be used to screen out applicants. Demonstrated capability to conduct Delegated Examining Operations, given Delegated Examining (DE) Certification, is preferred for this position (please provide a copy of your DE certification). Major DutiesAs a Human Resources Specialist (Recruitment and Placement) at the GS-0201- 13 level, some of your typical work assignments may include: Conducts training pertaining to HR programs, operations and/or procedures for employees, supervisors or management officials. Provides expert advisory, consultative, and technical services to agency program and line managers on a broad range of Human Resources issues that involve complex and controversial issues. Assists in developing or revising policies, procedures and guidance for various HR programs.
