Specialized Experience: One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service which includes work that involves: 1) experience implementing and administering human resource programs consisting of performance management, Acquisition career program management, awards and civilian training, 2) leading or supervising a multifunctional team to accomplish assigned tasks and meet mission goals, and 3) experience providing staff-level guidance and resolution of complex human resource issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13). Major DutiesImplements and administers comprehensive human resource management programs—including performance management (CCAS, DCIPS, DPMAP), acquisition career management, awards, and civilian training—to ensure compliance with DoD, DA, ATEC, and ATC policiesDevelop and issues supplemental administrative policy guidance to address organizational needs and ensure consistent execution of HR and administrative programs.Interprets and applies regulations, policies, and directives to advise leadership and ensure accurate execution of HR and administrative functions.Performs expert analysis of administrative and HR processes, identifying deficiencies and implementing improvements to enhance organizational effectiveness.Serves as the command’s HR Program Manager and SME, providing authoritative guidance on civilian and military personnel management, staffing, awards, and workforce developmentCoordinates and resolves personnel issues with the Civilian Human Resources Service Center (CHRSC) and ATEC, ensuring timely and accurate processing of personnel actionsApproves and tracks personnel actions in AUTONOA and DCPDS to ensure compliance with policy and timely processing. Oversees and directs personnel program staff, ensuring accurate execution of civilian and military HR functionsLeads and directs daily operations of the Directorate, ensuring effective team based execution of mission requirementsReviews and updates Position Descriptions to ensure accuracy, currency, and alignment with mission needs.
