Job SummaryYou will serve as a Contract Specialist in the Cost/Analysis/Close-Outs Branch (482), Claims Avoidance TAR/Cost Analysis Division (480), Contracts Department (400), of the Mid-Atlantic Regional Maitenace Center (MARMC) of MID ATLANTIC REGIONAL MAINTENANCE CTR.

QualificationsIn addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience planning, strategizing, and conducting acquisitions for a variety of complex requirements and contract types (e.g., Firm-Fixed-Price, Cost-Plus-Fixed-Fee, Indefinite-Delivery/Indefinite-Quantity). Experience performing advanced cost and price analysis on contractor proposals to develop robust pre-negotiation objectives. Experience leading and conducting complex negotiations for new contracts, modifications, and REA/claim settlements to achieve the most advantageous terms for the government. Experience administering complex contracts, including monitoring performance, executing modifications, and resolving operational or regulatory disputes. Experience providing technical leadership, advice, or guidance to junior contracting personnel or cross-functional project teams. Experience with contract closeout including adjudicating Request for Equitable Adjustments (REAs) and Claims against the Government as well as litigation support. Major DutiesYou will provide developmental training in response to regulation, policy changes and specific areas of advising and assisting personnel on appropriate application of procurement policies and regulations.You will prepare, verify, abstract and control various procurement documents, files, reports and/or records.You will perform price/cost analyses and prepare negotiation positions.You will identify, distribute and balance workload and tasks among employees.You will lead the role in developing contract strategy, considering the availability of funds, extent of competition, urgency, production lead time and delivery requirements.
