QualificationsBasic Education Standards for positions in the 1102 series: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement. Transcripts are required at the time of application. Specialized Experience: For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal Service, Military, or Private Sector. Your resume MUST demonstrate experience such as basic pre-award and post-award procurement functions OR routine performance of price or cost analysis and evaluation. For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal Service, Military, or Private Sector. Your resume MUST demonstrate experience such as independently soliciting, evaluating, negotiating, and awarding contracts OR composition of pre-solicitation / requirements package documentation (i.e. Performance Work Statements, Market Research Reports, Acquisition Plans and Justification & Approvals) and the analytical application of policy. For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal Service, Military, or Private Sector. Your resume MUST demonstrate independent experience such as experience in all facets of the Federal procurement process, i.e., planning, market research, requirements package composition, soliciting, evaluating, negotiating, awarding, and administering contracts from cradle-to-grave. Candidates must describe how their experience meets the specialized experience requirement within the body of their resume. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Major DutiesProcure classified and unclassified information technology services for DISA and non DISA mission partners; serving as the primary business advisor to mission partners. Collaborate with mission partners on programmatic needs, acquisition planning and preparation of complete acquisition packages within a defined schedule. Prepare and issue solicitations, evaluate proposals, perform cost/price analysis to determine fair and reasonableness. Conduct source selections and/or negotiations; collaborate with Policy and General Counsel. Award and Monitor contracts; perform contract administration.
