Specialized Experience Requirement: Applicants must have one year of specialized experience equivalent to the GS-11 grade level. Specialized Experience is defined as meeting three or more of the following: applying knowledge of theories, principles, concepts, standards and practices in the telecommunications area(s); and/or developing and establishing type and executing contract strategy for land mobile radio(LMR); and/or defining project scope, requirements, and deliverables for telecommunication projects; and/or performing analysis and assessments, producing documentation, and reports for LMR systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
Major DutiesResponsible for advising other Subject Matter Experts (SMEs) on a variety of telecommunications issues, resolving complex problems, adapting and coordinating the application of new standards and methods.Performs work that involves planning, analysis, design, development, testing, quality assurance, configuration, installation, implementation, integration, maintenance, and/or management of land mobile systemsResponsible for acting as Contract Officer Representative and supports the Land Mobile Radio (LMR) group for Contracts.Provides oversight and guidance to determine appropriate products or services with clients or customers, and defines project scope, requirements, and deliverable.Provides guidance, expert advice while participating in the development of policies, procedures and standardization documents that pertain to LMR communication site management.Performs day to day duties in the accountability process for telecommunications facilities and services.
