Job SummaryJoin the U.S. Office of Personnel Management (OPM) Shared Service Center! We're looking for talented professionals to help deliver solutions that support federal agencies nationwide. As a Lead Human Resources Specialist (Classification), GS-0201-14, you will be part of Federal Talent Management Center (FTMC) you will lead HR classification teams and deliver expert position management, classification, project management, training, and consulting services for Federal agency clients.

QualificationsFor the GS14: You must have one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-13 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing all of the following: Coordinating cross-functional HR initiatives, briefings, reports, training, or consultations related to position classification or position management that presented expert findings, alternatives, and recommendations to leadership or customer agencies; Managing classification or position management projects by developing work plans, setting milestones, monitoring resources, resolving issues, and ensuring timely delivery of final products; Classifying complex or sensitive positions by applying Federal classification standards, conducting fact-finding, preparing evaluation statements, and recommending titles, series, grades, or FLSA determinations; and Advising management and customers on classification, organization design, position management, workload distribution, and supervisory structure through reports, briefings, training, or presentations. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS 14 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Major DutiesLeads a team of GS-13 HR Specialists by communicating goals, assigning and balancing workload, monitoring progress, coaching team members, and ensuring quality and timely completion of work. Serves as project lead or manager for complex reimbursable HR projects involving position management, classification, organization design, workforce planning, restructuring, and related HR lifecycle services. Manages project scope, milestones, costs, resources, deliverables, quality assurance, and customer requirements for nationwide, high-visibility, or technically complex projects. Performs expert position classification services for complex, controversial, senior-level, or grievance-related positions, including coordination with OPM policy officials on sensitive cases. Evaluates customer organizational structures and advises executive leadership on position management, work distribution, supervisory relationships, and organization design improvements. Develop project reports, executive summaries, briefings, presentations, and recommendations for senior leaders, managers, supervisors, employees, and customer agencies. Designs and delivers training, workshops, focus groups, and technical guidance on classification, position management, and related HR topics for internal and external stakeholders.RequirementsMust be a U.S. Citizen or National Males born after 12-31-59 must be registered for Selective Service Suitable for Federal employment, determined by a background investigation May be required to successfully complete a probationary period Candidates will not be hired based on their race, sex, color, religion, or national origin Complete the initial online assessment and USAHire Assessment, if required You will be required to report to an OPM assigned office.
