Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-14 in the Federal service. For this position, specialized experience includes the following: 1. Experience analyzing and coordinating competitive bidding or auction program activities, ensuring accuracy and consistency of technical and program materials; AND 2. Experience leading system or software improvement projects by working with IT staff, contractors, and stakeholders to implement operational enhancements; AND 3. Experience conducting data analysis, preparing reports and presentations, and providing recommendations to improve program operations and processes; AND 4. Experience researching policies and procedures, drafting technical reports, and briefings, and advising management on program or operational issues. PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Major DutiesResponds to and analyzes a wide variety of technical input recieved from the public, other government agencies, industry representatives and technical societies. Assists the Deputy Chief in preparing auction result analyses, serving as a point of contact between contractors, IT specialist, and the Division, and coordinating with the FCC application processing staff to ensure that auction winner's applications are processed expeditiously. Oversees and tracks the progress of spectrum auction events for the purpose of recommending changes to the auction bidding schedule and/or pricing parameters to control the auction pace. Researches and analyzes novel systems development and integration issues, develops and evaluates alternative policy and regulatory approaches, and consults with other member of the Commission and external parties. Incumbent prepares data reports, statistical analysis, and/or presentations to support specific short-range and long-range recommendations for individual auctions as well as the auction programs.RequirementsIn order to be considered for this position, applicants must: -Currently be employed in the Federal Communications Commission in positions serving under career or career conditional appointments.
