Job SummaryThe National Organic Program (NOP) is part of the Agricultural Marketing Service (AMS), U.S. Department of Agriculture (USDA), and is the organization responsible for developing, implementing, and administering the USDA organic regulations in accordance with the Organic Foods Production Act of 1990 (OFPA).
QualificationsApplicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience using queries from databases or case management systems, analyzing resulting data to generate performance measures and reports. Experience drafting reports, summaries, briefings, and/or communications for management and/or members of the public conveying technical information. Experience troubleshooting, teaching, and assisting end users in how to use a software system or case management system. Experience developing and implementing project plans that include multiple tasks, steps, deliverables, and dependencies. OR Ph.D. or equivalent doctoral degree in business administration, public administration, computer science or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., or a field of study directly related to the work of this position as described in the vacancy announcement. Equivalent combinations of education and experience are qualifying for this grade level. TRANSCRIPTS are required if: You are qualifying for the position based on education. This education must have been successfully completed and obtained from an accredited school, college, or university. COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Major DutiesThe duties may include, but are not limited to:Providing data analysis, reporting, and communication needs, including communicating with the public on a wide range of issues.Maintaining an existing data management system and using software and other tools to mine the database to generate a variety of reports and responses to other informational requests.Reviewing and analyzing annual reports from certifiers to determine compliance with the regulations and administrative completeness.Serving as the primary interface between the program and internal technology development teams and external vendors to assess tool needs and develop implementation plans.Creating and maintaining project plans and descriptions and preparing briefings and reports as needed.
