Job SummaryAs an IT Program Manager (Policy and Planning) at DMDC, you'll lead critical, multi-year initiatives. You will manage the full product lifecycle, from vision and requirements to executing strategic roadmaps. Leveraging expert knowledge of IT life-cycle management and DoW systems, you will drive strategic planning, formulate IT policies, and oversee investment and performance management. Lead complex programs and deliver innovative technical solutions powering global personnel operations.

QualificationsYou may qualify at the GS 13 , if you fulfill the following qualifications: A. One year of specialized experience equivalent to the 12 grade level in the Federal service as listed below: Expert knowledge of public laws, regulations, and policies affecting Information Technology (IT) life-cycle management, strategic planning, investment management, and performance management. Expertise in all aspects of project and program management to develop time-phased action plans, create project controls, monitor project progression, and deliver status reports and briefings. Comprehensive knowledge of IT procedures and techniques to resolve management problems and improve processes. Experience using, updating, and interpreting data from various DoD systems such as the Integrated Business Framework, DoD Information Technology Portfolio Repository, and Data Center Inventory Management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210 series. Requirements for the 2210 series as listed below: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Major DutiesThis position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021. As a IT PROGRAM MANAGER (POLICY AND PLANNING) at the GS-2210-13 some of your typical work assignments may include: Manages one or more major, multi-year IT initiatives by leading, coordinating, and ensuring the overall success of the program is aligned with critical agency priorities. Serves as a Program Manager, responsible for product planning and execution throughout the product lifecycle. This includes gathering and prioritizing requirements, defining the product vision, and creating the product strategy and roadmap. Develops and maintains strategic plans, assesses policy needs, develops policies to govern IT activities, and provides policy guidance to IT management, staff, and customers. Performs a wide range of IT management activities including strategic and capital planning, investment control, workforce planning, policy development, resource management, and information security management.
