Main duties of the job
The Senior Head of Research and Evaluation is accountable to the ICB Executive Chief Nurse (CN) and will support in ensuring the ICB exercises its functions effectively, efficiently, economically, with good governance and in accordance with the terms of the ICB constitution, with a specific focus on research and innovation. The Director of Nursing will support the ECN and the ICB Board with advice and guidance in relation all aspects of the ICB statutory duties relating to the role.

The ICB is responsible for ensuring that high quality and safe health services are accessible to all of our communities. It has a wide range of functions, including; promoting integration of health and care services, improving peoples health and well-being, reducing health inequalities.
With a £6.6 billion budget and a workforce of 170,000 people across the North East and North Cumbria. As well as strategic functions, ICB staff also work at place level with local health and wellbeing boards in each of our 14 local authority areas. These teams also work alongside our 67 primary care networks which are groups of local GP practices, social care teams and other community- based area providers.
The ICB works with our Provider Collaborative too, this includes the 11 NHS Foundation Trusts in the region, to deliver our shared priorities.

Key Responsibilities
Lead on the implementation of research policy and strategy, aligned to national policy. This includes ensuring national research & ethical policy, legislation and procedures relevant to ICB are developed, monitored and delivered. Ensuring that research and evaluation projects are developed, delivered and disseminated according to national policy, guidelines and standards and to meet the needs of the ICB as well as the partners and population of NENC. Ensure that PPI and inclusion and diversity are embedded as per good practice and legislation in R, E&E projects, programmes and related activities. Working externally with research leaders in NENC and nationally to develop policy in line with ICB priorities and population needs. This will include Directors in local universities, NIHR funded bodies like ARC, RRDN and NHSE, NIHR and DHSC national R, E& E leads and policy makers. Engage with a variety of clinical and managerial experts within the system, displaying skills in effective listening, understanding and interpreting highly complex issues, facilitation, effective questioning, critical thinking and reasoning. Have a robust system and processes in place to deliver the ResearchGovernance and Health Research Authority requirements as set out in national policy and legalisation.

Senior leadership experience in health, care, or related sectors essential with a comprehensive understanding of the Health and Social Care Act, current policy and health & care government plans as relate to ICB Senior leadership experience in health, care, or related sectors essential with a comprehensive understanding of the Health and Social Care Act, current policy and health & care government plans as relate to research & evidence Senior leadership experience in research and evidence legislation, policy and plans across the research ecosystem - including health care, NIHR academia Substantial experience leading within a complex regulated environment Experience of developing policy and managing processes for complex and sometime contentious change and transformation at significant scale Extensive Knowledge and experience of staff management Demonstrable experience of responsibility for a range of policy implementation and policy or service development for a directorate or equivalent. Demonstrable experience of effective budget (s) management
