Kernow Health CIC is looking to welcome a dynamic and dedicated HR Business Partner to our team. This role offers an exciting opportunity to contribute to a forward-thinking, innovative healthcare organisation based in Cornwall. The successful candidate will play a pivotal role in supporting our Integrated Urgent Care Service (IUCS) while also contributing to the broader organisation.
As HR Business Partner, you will deliver comprehensive, operational HR support, acting as a trusted partner to managers and a visible presence for staff.
You will:
Personally manage a wide range of employee relations cases, including sickness absence, grievances, disciplinaries, performance and capability matters.Lead workforce welfare activity, including Occupational Health referrals, risk assessments and wellbeing support.Conduct investigations and formal HR meetings, working flexibly to meet staff during their scheduled shifts, including evenings and weekends when required.Support and coach managers to build confidence in managing people issues effectively and consistently.Work closely with the Head of HR to translate people strategy into practical, operational delivery.Contribute to HR projects and service improvements that strengthen workforce practice and organisational outcomes.Your work will directly support staff wellbeing, service resilience and, ultimately, high quality patient care.
Main duties of the job
What We're Looking For
Essential
CIPD Level 5 qualification (or equivalent operational HR experience).Proven experience delivering hands on HR support with a strong focus on employee relations.Confidence working autonomously in complex, fast moving environments.Strong knowledge of UK employment legislation and its practical application.
Desirable
Experience working within healthcare, urgent care, call centre or other high volume, regulated environments.Experience supporting services operating extended hours or 24/7.

My role helps deliver patient care by:
Supporting the whole organisation which is made up of three directorates, Integrated Urgent Care, Integrated Primary Care and Integrated Community Services. This role sits within the Corporate Services function of Kernow Health CIC and will offer a full HR support with specific focus on employee relations both internally and externally to our General Practice Shareholders.
Key Duties and Responsibilities:
Supporting the Head of HR in the delivery of advice and ER support across Kernow Health CIC and wider Primary Care networks to support the corporate business plan and OD Strategy.Providing expert HR advice and guidance to managers and staff on HR matters, supporting managers in dealing with complex casework, performance, attendance, and employee relations issues both internal KHCIC managers and external PCNs when required and as directed by the Head of HR.Work in close partnership with the Head of HR to deliver strategic HR priorities at an operational level, ensuring organisational people strategies are translated into practical action.Build strong, credible working relationships with managers and staff at all levels, acting as a trusted, impartial advisor on workplace issues and people matters. Use coaching methods to provide an environment that is collaborative, supportive, and provides constructive feedback on performance.Support the HR department in implementing programs to help improve the employee experience.Work in collaboration with other areas of HR to ensure processes are efficient and aligned between business areas.Support Managers in identifying and planning appropriate development interventions for their teams.Developing and maintaining good relations (informal and formal) with the recognised trade union and leading on negotiations where necessary.Supporting project work and key deliverables within the HR team, including but not limited to Recruitment campaigns/drives and Wellbeing initiatives.Providing administrative support to the Head of HR where required, including managing agendas/minutes, attending meetings, collating, and providing information and reports/correspondence.Maintain the flexibility to work outside standard office hours when required, in order to conduct formal HR meetings with staff working unsocial hours, including evenings and weekends.Ensure that grievance, disciplinary, capability and other formal employee relations meetings can be undertaken during an employees working shift where appropriate, enabling timely, fair and inclusive access to HR processes for all staff.This requirement reflects the operational nature of the service and the expectation that the HR Business Partner is a visible, accessible and embedded presence within the frontline workforce.

Person Specification
Qualifications Essential
CIPD Level 5 qualification (or equivalent professional HR qualification), or demonstrable equivalent operational HR experience in a complex, fast paced environment.

Proven experience delivering hands on HR support, with a strong focus on employee relations Experience working closely with frontline managers and staff, providing practical, solution focused HR advice in real time.
