Engineer, Personal Safety & WMS And HRT @ ADNOC

. JOB PURPOSE:

Lead development and implementation of the Companies' Personal Safety, Work Management System (WMS) and High Risk Transportation (HRT) requirements to protect personnel and facilitate smooth and safe operations across Al Dhafra Petroleum and Al Yasat Petroleum in collaboration with the site peronnel. Support the implementation of these requirements and guidance, covering safe systems of work and transport for onshore and offshore facilities.

Develop processes and procedures for the necessary measures to control accidental losses and maintain a high standard of work practices and operational controls. Facilitate, monitor and continuously update the Companies' programs, policies and procedures related to personal safety, work control and transport operations safety.

Implement the relevant legislation and ADNOC requirements aiming to enhance personal safety, work management and transportation safety culture, improve safe driving behaviour and assure effective management of associated risks with the view of eliminating incidents and accidents. Direct, plan and advise sites on the work management system and safe systems of work and the implementation of the HSEMS in a way that ensures the protection of personnel and facilities.

As a designated role for Al Dhafra Petroleum and Al Yasat Petroleum, all accountabilities, roles and responsibilities of the position shall be applicable to both companies.

. KEY ACCOUNTABILITIES

• Support the development, updating and implementation of the Personal Safety, Work Management System and High Risk Transportation Standards for both companies under the direction of the Discipline Owner, aligned to the ADNOC HSE Manuals and Corporate Practices.
• Act as focal point of the Personal Safety, WMS and Transportation Safety disciplines for both companies.
• Participate in the relevant ADNOC Discipline Lead Councils (DLC) and Communities of Practice (COPs) for Personal Safety, WMS and Transportation Safety.
• Provide Personal Safety, WMS and Transportation Safety compliance and assurance services across both companies, acting as the corporate assurance layer over site execution and giving management independent visibility of performance.
• Assess the efficiency of current permit to work controls, job safety analysis, energy isolation, fire prevention and safety precautions, and report on the status of operational safety at operating facilities and assets.
• Provide advice on personal safety and work management and support awareness and implementation of the safety standards, safe practices and their effectiveness across both companies and their contractors.
• Support the setting of safety standards for contractors including safe work management, transport arrangements, training and compliance requirements, and support compliance by participating in contractor audits and inspections.
• Monitor transportation safety performance including in-vehicle monitoring systems (IVMS), journey management, driver and operator authorization and fatigue management (AFDD); identify non-compliance and driving behaviour trends and ensure corrective and preventive actions are implemented.
• Participate in and lead incident reviews and investigations and provide input with respect to Personal Safety, WMS and Transportation Safety, and ensure lessons learned are cascaded and adopted across both companies.
• Develop and recommend KPIs, indicators and dashboards for personal safety, work management and transportation safety, and develop insights for the management and leadership of both companies.
• Participate and provide technical input in the review and updating of the HSE Management System, corporate practices and guidelines, including emergency procedures and plans.
• Support, coach and mentor capabilities and skill pool development of Personal Safety, WMS and Transportation Safety practitioners, with a specific focus on UAE Nationals.
• Recommend and oversee technology and digitalisation solutions to improve performance, and identify, participate in and recommend the deployment and integration of Artificial Intelligence (AI) technologies to enhance safety, optimise monitoring systems and support predictive analytics for high risk transport operations.
• Lead the development and delivery of improvement plans and initiatives for personal safety, work management and transportation safety across both companies, including awareness campaigns.
• Planning and executing the assurance activities related to the disciplines (site verification visits, workplace inspections, permit to work field audits, behavioural safety observation reviews) with findings tracked to closure
• Reviewing and endorsing journey management plans and high risk transport movements — heavy and abnormal loads, hazardous goods, personnel bussing — against route, speed, rest and escort requirements
• Verifying competence, training and authorisation for permit issuers and holders, area and isolating authorities, drivers and journey managers, and maintaining the authorisation and training matrices
• Acting as system focal point for the electronic work management / permit to work platform and the IVMS and fatigue monitoring systems (data quality, user access, configuration, reporting)
• Providing discipline input to risk assessments, HSE impact assessments and management of change for new or modified work practices, transport routes, vehicles and mobile equipment
• Supporting emergency preparedness for road transport and personal safety scenarios, including drills and exercises, with lessons reflected in procedures and plans
• Benchmarking against ADNOC Group and international practice, and preparing periodic discipline performance reports for HSE committees and management reviews

Budgets

• Provide input for preparation of the Department budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives.
• Investigate and highlight any significant variances to support effective performance and cost control.

Policies, Systems, Processes & Procedures

• Implement approved Department policies, processes, systems, standards and procedures in order to support execution of the Department work programs in line with Company and International standards.

Performance Management

• Contribute to the achievement of the approved Performance Objectives for the Department in line with the Company Performance framework.

Innovation and Continuous Improvement

• Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
• Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with best practice in order to define intelligent solutions for issues confronting the function.

Health, Safety, Environment (HSE) and Sustainability

• Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices.

Reports

• Provide inputs and progress reports for the management of both companies.

. QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:

Minimum Qualification

• Bachelor’s degree in engineering, with HSE related specialization or any equivalent discipline ( Bachelor’s degree with HSE related certifications ).

Minimum Experience & Knowledge

• 3 years of experience in Safety (HSE) management functions of which 1 years should be in a similar position in the oil & gas industry covering personal safety, work management systems and / or transportation safety.

Professional Certifications

• Professional safety certifications from reputed international organisations are preferable.
