Project Manager @ TEKsystems

• DescriptionServes as mandatory Key Personnel and primary operational liaison between the WO Contractor and the state government client project leadership.
• Leads the fast paced execution of the 18-week, 5-phase delivery lifecycle across 9 two-week sprints.
• Responsible for overall project plan maintenance, sprint backlog management in Azure DevOps, deliverable quality control via Deliverable Product Acceptance Forms (DPAFs), and ensuring all project milestones are achieved on schedule and within scope.
• Key Personnel Commitment: Serve as the designated Project Manager/Scrum Master and primary operational point of contact throughout the assignment, meeting the availability, participation, continuity, and substitution requirements established in the work order.
• Provide timely escalation of decisions and issues to authorized state government client and contractor leadership.
• Agile Governance & Ceremony Facilitation: Schedule and facilitate daily scrums, sprint planning, backlog refinement, sprint reviews/demos, and retrospectives across all project sprints.
• Backlog & Milestone Management: Maintain Product Backlog Items (PBIs), acceptance criteria, burndown charts, and RAID logs in Azure DevOps to ensure on-time execution of project milestones.
• Integration Readiness and Dependency Management: Maintain an integrated delivery schedule identifying interface owners, agency and vendor dependencies, environment availability, access approvals, test data, and required technical decisions.
• Track commitments and escalate blockers with clear owners, due dates, and impacts on the critical path.
• Client & SME Coordination: Partner closely with state government client Product Owners, State SMEs, and external stakeholders to drive requirement validation, sprint sign-offs, and administrative enablement.
• Testing & UAT Oversight: Coordinate unit/system testing activities and manage client-led User Acceptance Testing (UAT), including defect triage and resolution tracking.
• Coordinate end-to-end integration testing across connected systems, including data validation and reconciliation, failed transactions and recovery, and applicable performance and security testing.
• Maintain requirements-to-test traceability and document test results, unresolved defects, and acceptance decisions.
• Contract and Change Control: Maintain alignment between the approved work order, scope baseline, delivery plan, staffing commitments, and acceptance requirements.
• Document proposed changes, assess schedule, resource, and cost impacts, and obtain approval from authorized parties before incorporating changes into delivery commitments.
• Reporting & Deliverables: Prepare weekly executive status reports, sprint completion summaries, and formal DPAF packages for state approval.
• Security, Privacy, and Compliance Coordination: Incorporate applicable agency security, privacy, accessibility, and data-handling requirements into delivery planning and acceptance criteria.
• Coordinate required reviews, access approvals, remediation tracking, and approval evidence with designated State and contractor owners before production deployment.
• Risk & Hypercare Management: Proactively identify and mitigate technical and schedule risks; coordinate post-go-live hypercare support and ticket triage.
• Production Readiness and Transition: Coordinate cutover planning, go/no-go reviews, rollback procedures, production validation, and required agency approvals.
• Establish operational ownership, support escalation paths, runbooks, knowledge transfer, and hypercare exit criteria to support a documented transition to ongoing operations.

Job Type & LocationThis is a Contract to Hire position based out of Rockville, MD.

Pay and BenefitsThe pay range for this position is $68.00 - $75.00/hr. Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
