Job summary

The Registered Manager is a strategic thinker and planner, who can shape the future strategic direction of The Rosemary Foundation and can demonstrate strong leadership skills to manage our Hospice at Home Palliative Care Service

Day to day you will oversees all operational, financial, clinical, and regulatory aspects of The Rosemary Foundation Hospice at Home Service, ensuring care delivered in the community meets CQC requirements, reflects the charitys values and supports patients and families to receive dignified end of life care at home.

The role blends operational leadership, regulatory accountability and value driven practices which align with the charitys mission.

The Registered Manager is responsible for ensuring robust clinical governance processes are in place to manage a nurse led service over a 24-hour period.

Main duties of the job

Leadership and Service Management

Oversee daily operations of the regulated service, ensuring safe, personcentred care through the management of the Senior Leadership Team (Finance Manager, Operational & Fundraising Manager & Clinical Lead)

Maintain high standards of practice, professional conduct, and continuous improvement

Ensure staffing levels, skills, and training meet service needs and regulatory requirements

To ensure the implementation and delivery of a sustainable fundraising strategy

To participate in the on-call rota - 1 in6

Regulatory compliance (CQC)

Act as the CQC Registered Manager, ensuring full compliance with the Health and Social Care Act 2008 and associated regulations

Personcentred care and safeguarding

To manage and support the clinical lead to ensure the delivery of high-quality evidence based palliative care, through effective team leadership

Quality assurance and improvement

Implement and monitor quality assurance systems, audits, and performance indicators

Stakeholder engagement

Build positive relationships with people interacting with all aspects of TRF including families, volunteers, key partner agencies and commissioners

Governance, finance and administration

Responsible for efficient budget management, alongside the Finance Manager and lead Trustee for finance, strategic resource planning, and financial oversight

Ensure accurate recordkeeping, reporting, and data protection compliance

About us

The Rosemary Foundation Hospice at Home is a registered charity and supports adults over the age of eighteen who have life-limiting conditions and are approaching the end of their life.Care is provided by a team of registered nurses and health care assistants experienced in palliative care.

Patients who are referred to us are assessed by one of our nurses, who will visit the patient and their family, and also contact other healthcare professionals involved, particularly the GP, and District Nurse, to assess the type and degree of care required and how this may best be provided.

Each patient in the hospice at home service has a named nurse but all the team are involved as needed, working in pairs to enable support for the patient and their carers.

To ensure the implementation and delivery of a sustainable fundraising strategy

To participate in the on-call rota - 1 in 6

Regulatory compliance (CQC)

Act as the CQC Registered Manager, ensuring full compliance with the Health and Social Care Act 2008 and associated regulations

Keep up to date with all relevant legislation, guidance, and CQC frameworks

Maintain accurate, timely notifications, records, audits, and evidence for inspections

Lead on action plans following inspections or internal audits

Ensure all regulated activities are delivered safely and effectively

Personcentred care and safeguarding

To manage and support the clinical lead to ensure the delivery of high-quality evidence based palliative care, through effective team leadership

Ensure every person supported has an up to date, outcome focused care and support plan

Promote independence, choice, inclusion, and wellbeing

Act as the Designated Safeguarding Lead, ensuring robust safeguarding processes are in place

Foster a culture where concerns are raised and addressed promptly

Quality assurance and improvement

Implement and monitor quality assurance systems, audits, and performance indicators

Analyse trends, risks, and incidents to drive continuous improvement

Ensure learning from complaints, compliments, and feedback is embedded in practice

Stakeholder engagement

Build positive relationships with people interacting with all aspects of TRF including families, volunteers, key partner agencies and commissioners

Represent the charity professionally, supporting The Rosemary Foundation Fundraising Strategy

Promote the charitys mission and values in all external engagement

Governance, finance and administration

Responsible for efficient budget management, alongside the Finance Manager and lead Trustee for finance, strategic resource planning, and financial oversight

Ensure accurate recordkeeping, reporting, and data protection compliance

Produce quarterly reports for the Board of Trustees to provide assurance

Support the Trustee with strategic planning and service development

Oversee the management of volunteers, ensuring appropriate governance systems are in place, including recruitment and training

Act as the Caldicott Guardian

Ensure compliance with the Chartered Institute of Fundraising Code of Practice and other regulatory frameworks

Maintain professional registration and credibility through continuous professional development

Person Specification

Qualifications Essential

Registered Nurse or Allied Healthcare Professional or equivalent Degree level qualification in a relevant subject Experience of working in a palliative care setting/community setting and understanding of professional regulations for clinical staff Experience in Leadership & Management of teams Experience of managing budgets Experience working within CQCregulated services Ability to participate in out of hours on call Clean Driving License and Car Owner

Desirable

Experience of working in the third sector Knowledge of Systmone or other clinical IT systems Knowledge of CQC regulations and quality standards Knowledge of quality assurance processes including risk management Previous Registered Manager experience Fundraising knowledge & experience
