Job summary
The Patient Safety Care Improvement Team have an exciting opportunity for a Band 8C Head of Programmes. The post is full-time (37.5 hours per week) and substantive.
The Head of Programmes will provide strategic and operational leadership across a portfolio of patient safety improvement programmes, ensuring delivery against regional priorities and agreed objectives with our Integrated Care Boards (ICB) and system partners.
Main duties of the job
The post holder will work closely with the Associate Director; they will have oversight and lead on the operational delivery of patient safety and care improvement programmes within HINWC. The role requires a high degree of personal initiative and flexibility, coupled with excellent analytic, communication and programme delivery skills. Much of our work is collaborative and delivered with and through partners, as such; the ability to establish and lead partnerships is a key requirement of the role. The post-holder will be required to ensure that the programmes they are responsible for are able to demonstrate impact, identifying risks to delivery and mitigating as appropriate. Given the geography of HINWC and collaboration with the national network and other partners, the post-holder will be required to travel as necessary for the post.

Main Duties and Responsibilities
To support the organisations Directors and Associate Directors in the delivery of an agreed programme of work. This will include a portfolio of programmes which may relate to nationally commissioned national or local programmes and related business development activity.
To engage a variety of partners with programmes of work and lead the design and implementation of those programmes (including identification of roles and responsibilities, evaluation and impact measurements etc.). Successful programmes may require commitment from a range of stakeholders to deliver projects within the overall the programme.
To supervise and coordinate the work of one or more of the organisations team of Programme and Project Managers, as appropriate for the agreed programme of work.
To develop and agree a work plan for each designated programme, which includes specific milestones, success criteria, logic plan, financial profile and SMART objectives, and to take lead responsibility for the delivery of the agreed work plan.
To provide regular progress reports to the HINWC Senior Leadership Team and produce data and/or formal reports for committees and boards as required.
To build up an extensive and effective network of contacts in the sectors relevant to the agreed areas of work.
To maintain regular contact with these contacts to a high professional standard, to maximise cooperation, collaboration and development.
To identify and exploit opportunities for innovation, development, wealth generation, service and health improvement in the designated area(s) of work.
To support and contribute to the activities of any governing group relevant to the post holders programme of work.
To develop ways of measuring the impact of the post holders programme(s).
To be an expert resource to HINWC and any of the structures with which it is associated, by maintaining a high level of current, evidence-based knowledge relevant to the post holders areas of work interest.
To maintain expertise in a range of change and improvement models and methodologies, deploying these to maximise the effectiveness of HINWCs resources.
To arrange events such as meetings, workshops, webinars etc. in order to maintain a high degree of engagement, awareness, and transparency and to promote cross fertilisation of ideas.
To identify and exploit funding opportunities related to patient safety and care improvement including but not limited to; grants, competition awards, inward investment, access to finance and developing services that could income generate for HINWC, its partners and innovators. This will require experience in establishing collaborative partnerships and funding applications.
To work closely with all other internal HINWC teams and collaborate with the wider Health Innovation Network. Maintain regular contact with both internal and external stakeholders to a high professional standard, to maximise cooperation, collaboration and development.
To ensure that appropriate patient and public engagement is undertaken relevant to the post holders work programme, including undertaking co-production activity for programmes and projects with patients, carers, families and the public.
To deputise for the Associate Director as appropriate.
To play an active role in corporate activities (for example team meetings, business planning and timeouts) and information for corporate publications (for example, newsletters, annual reports and blogs).
To ensure all directly managed staff have regular one to ones, are set annual objectives and are engaged with the organisational appraisal process.
Any other duties as appropriate to this grade.
