Job SummaryYou will serve as a Program Analyst of IMMEDIATE OFC OF CHIEF OF NVL OPS.
QualificationsYour resume must demonstrate at least one year of specialized experience performing work equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following: 1.) Ship Maintenance and Ship Support Program Development and Assessment; 2.) Ship Maintenance and Ship Support Readiness Policy; 3.) Ship Maintenance and Ship Support Readiness Program, Budget, and Execution; 4.) Collaborating with resource sponsors and external staff to resolve critical budget, accounting, and financial management programming issues; 5.) Preparing briefs for senior managers on program execution and providing recommendations to correct program variances or problem areas. Major DutiesYou will be responsible for developing and accessing program requirements for some of the Navy's most extensive accounts, to include Ship Operations, Ship Maintenance, and Ship Support.You will be directing fiscal planning, programming, and budgeting in support of the Chief of Naval Operations (CNO) command, control, and administration of U.S. Navy operational forces and shore installations.You will serve as the lead for integration of all issues related to ship support programming requirements in support of U.S. Navy ships and submarines.You will analyze ship support readiness requirements, identify changes from previous program objective memoranda cycles and differences between requirements and funding, and make recommendations for acceptable risk/impacts of insufficient funding.You will develop, refine, and maintain metrics associated with the accuracy of the ship support requirement, specifically measuring the accuracy of planning, programming, and budgeting against execution results.
