Position summary
The Engineer performs development review, municipal engineering, field inspection, and assigned capital project delivery to help build a safe, connected, and resilient community. Construction and stormwater inspection are substantial, ongoing responsibilities, linking plan review with construction quality and infrastructure acceptance. As an integral member of the Engineering, Public Works, and City teams, the Engineer collaborates with Operations, Planning, Finance, Legal, and other City departments, as well as applicants, consultants, contractors, and partner agencies, to deliver coordinated solutions with integrity, accountability, and responsive public service. The position exercises engineering judgment within assigned responsibilities, with senior engineering collaboration on complex issues and continued professional development.
Key responsibilities
• Review development applications, civil plans, drainage and traffic studies, specifications, and engineering permits against City standards and applicable requirements. Prepare clear, consistent written comments, coordinate referral responses and revisions, and track approvals and conditions to support timely development review.
• Evaluate how proposed development affects streets, sidewalks, drainage, utilities, access, and other public infrastructure, emphasizing public safety, accessibility, multimodal connectivity, and long-term maintenance. Identify needed improvements, right-of-way, and easements. Support improvement agreements and updates to engineering standards.
• Perform regular construction inspections for development and assigned capital projects. Compare work with approved plans and specifications; maintain inspection records, document deficiencies, coordinate corrections and design changes with the project team, and prepare punch lists, acceptance recommendations, and warranty follow-up.
• Conduct routine grading, erosion, and sediment control (GESC) inspections. Collaborate with the Senior Stormwater Engineer on drainage reviews, stormwater infrastructure acceptance, and permit compliance, including complex technical determinations.
• Support compliance with the City’s Municipal Separate Storm Sewer System (MS4) permit through field inspections, document review, data collection, and coordination with City departments and property owners.
• Provide engineering support for right-of-way, grading, and floodplain permits, including plan review, field verification, and coordination with Operations. Review traffic control, pedestrian accessibility, and construction impacts for assigned work.
• Manage assigned capital projects and support multidisciplinary or complex projects as part of the engineering team, from scoping through design, procurement, construction, and closeout. Prepare or review scopes, cost estimates, schedules, technical documents, bid and proposal materials, and consultant deliverables.
• Contribute to the Capital Improvement Program by assessing infrastructure condition, defining and prioritizing project needs, and coordinating with Public Works management and Finance to estimate and track design and construction costs.
• Monitor consultant and contractor performance, construction progress, budgets, payment requests, change requests, and contract records. Participate in project meetings, resolve field issues within delegated authority, and elevate changes affecting scope, cost, schedule, or risk.
• Coordinate with Operations, utilities, and partner agencies to resolve infrastructure conflicts and translate field findings into practical maintenance or capital recommendations.
• Communicate project status and construction impacts clearly and promptly to City staff, residents, and businesses; respond to concerns and prepare concise correspondence, reports, and materials to support informed decisions and maintain public trust.
• Share field knowledge, support cross-training, and identify improvements to engineering practices and customer service. Support coordinated emergency response as needed.
• Perform other related engineering and Public Works duties as assigned.
Qualifications
• Bachelor’s degree in civil engineering, construction management or a closely related field.
• At least three years of progressively responsibly experience in municipal engineering, development review, construction inspection, construction management, or public infrastructure project delivery.
• Five or more years preferred, with demonstrated experience in municipal development review, field inspection, and capital projects; knowledge of municipal infrastructure standards and the ability to carry projects from plan review through construction and acceptance.
• Ability to interpret plans, specifications and standards; exercise sound field judgement, manage concurrent assignments; and communicate clearly with technical and nontechnical audiences.
• Engineer Intern certification or Professional Engineer Licensure required; Professional Engineer Licensure preferred.
• Valid driver’s license required.
Work Environment and Physical Demands
Full-Time position with substantial, ongoing field inspection responsibilities and regular office work, including outdoor inspections in varying weather and around active construction. The work involves sitting and using a computer, standing, walking, bending, kneeling, and navigating uneven terrain during site visits; reviewing plans and observing construction details; and occasionally lifting or moving up to 50 pounds. Position Range
Hiring Range: $81,321 - $101,652
Salary Range: $81,321 – 121,982
FLSA: Exempt
