About this role

Develops and advances public policy analysis and positioning on PBM and prescription drug policy issues to include affordability, drug pricing, specialty pharmacy, and related policy issues. ESSENTIAL FUNCTIONS Cigna and its subsidiaries are health services providers with market-leading solutions in affordability, predictability, and simplicity for clients and customers. Reporting to the Senior Counsel, Rapid Response Policy, this Principal-level position supports the development and articulation of Cigna’s public policy positions and proposed solutions for PBM and prescription drug issues. The role works closely with policy, advocacy, legal, clinical, business, analytics, and communications partners to advance practical solutions that improve affordability, access, quality, competition, and patient outcomes. As an individual contributor, the Director plays a key role in advancing enterprise-wide policy positioning, strengthening advocacy effectiveness, and delivering measurable business outcomes. Issues in the portfolio include:

• Prescription drug affordability, pricing, transparency, and supply-chain policy

• Pharmacy benefit manager regulation, contracting, compensation, reporting, and oversight

• Retail, mail-order, community, and specialty pharmacy policy, including network access and reimbursement

• Specialty medicines, biosimilars, gene and cell therapies, limited-distribution drugs, and related access and affordability issues Activities include conducting legislative and regulatory analysis; developing policy recommendations, briefing materials, and comment letters; coordinating subject matter expert input; and supporting stakeholder engagement and enterprise positioning on emerging issues. The position requires candidates to be able to:

• Monitor and analyze prescription drug, PBM, pharmacy, and drug-pricing developments across legislative and regulatory environment.

• Translate complex policy proposals into clear business, client, patient, operational, and market implications.

• Develop evidence-based policy recommendations and practical legislative or regulatory solutions in partnership with business, legal, clinical, analytics, and government affairs colleagues.

• Draft policy briefs, white papers, comment letters, issue summaries, executive talking points, presentations, and legislative language.

• Support enterprise positions on PBM transparency and compensation, pharmacy networks and reimbursement, patient affordability, and prescription drug spending.

• Evaluate specialty-pharmacy policy affecting complex medicines, biosimilars, gene and cell therapies, distribution channels, network design, and continuity of care.

• Coordinate timely review of legislation, regulations, guidance, and amendments, synthesizing input from subject matter experts and identifying implementation considerations.

• Work with federal and state advocacy teams to ensure policy positions, messaging, and proposed solutions are accurate, consistent, and actionable.

• Maintain organized issue tracking and contribute to cross-functional workstreams, executive updates, and longer-term government affairs strategy.

QUALIFICATIONS:

• Bachelor’s degree is required; a JD, MBA or Master’s degree in Public Health, Health Policy or Public Administration and/or related work experience preferred. • The ideal candidate will have a minimum of 7 years of relevant experience in health policy, government affairs, law, regulation, or the PBM, prescription drug sector. Experience may include work with federal or state government, health plans, PBMs, pharmacies, manufacturers, trade associations, consulting organizations, patient or provider groups, or comparable health care settings. • The successful candidate will be collaborative, analytical, adaptable, and able to independently manage complex assignments while contributing to broader policy and advocacy strategies. • Knowledge of prescription drug markets, PBM operations, pharmacy services, drug-pricing policy, and the pharmaceutical supply chain. • Ability to interpret legislation, regulations, guidance, and market developments and identify their strategic and operational implications. • Strong written and oral communication skills, including the ability to explain technical concepts clearly and concisely to varied audiences. • Demonstrated experience developing policy analysis, recommendations, advocacy materials, or regulatory comments. • Strong research, analytical, and project-management skills, with attention to accuracy and detail. • Ability to collaborate effectively with business, clinical, legal, analytics, communications, and government affairs partners. • Sound judgment and the ability to prioritize and deliver high-quality work in a fast-moving environmen • Initiative, flexibility, curiosity, and a strong commitment to affordability, access, and patient-centered policy. • This role is located in the DC office.

For this position, we anticipate offering an annual salary of 154,200 - 257,000 USD / yearly, depending on relevant factors, including experience and geographic location.

This role is also anticipated to be eligible to participate in an annual bonus and long term incentive plan.
