Mgr II- Subcontracts
Job Description: Manage subcontracts, procurement of materials, and services with program schedules and government specifications. Manage a team of SCAs and Buyers focused on service type subcontracts, procurement of ad-hoc material, and supports the overall operation of the facility. Manage assigned team to established metrics and KPIs. Support major proposal efforts from inception to closure. Oversee direct reports located in multiple geographical areas. Engage in a high degree of collaboration and communication with engineering, program managers, finance, human resources, manufacturing, compliance managers, the end customer, and other supply chain departments. Support Purchasing organization as necessitated. Review and approve all subcontracts and purchase orders in accordance with Federal Acquisition Regulations (FARs and DFARs) and company policies.
Required Skills and Education: Bachelor's Degree and 10+ years of experience or equivalent experience Experience in managing and executing major subcontracts and facilities purchase orders to support operations Comprehensive understanding of subcontractor solicitations and bid analysis/process Knowledge of FAR and DFAR regulations and the nature of flow down requirements Understanding/knowledge of CPSR audits and requirements Ability to resolve contractual conflicts with subcontractors and vendors through negotiations and contractual vehicles Ability to identify/assess Risks & Opportunities throughout the duration of the program Ability to develop and implement organizational changes as required to meet a changing environment Ability to multi-task and adapt to shifting priorities Ability to train, motivate, lead, and manage personnel Excellent written communications skills Proficient in MS Office (Word, Excel, PowerPoint) • Experience in Industrial Construction • Experience in Facilities and Maintenance subcontracts and purchase orders • Experience in Government Owned Contractor Operated (GOCO) • Experience in International Traffic in Arms Regulation (ITAR) • Experience in Export Administration Regulation (EAR)
Preferred Skills and Education: MBA or other Advanced Degree
