JEFFERSON COUNTY SCHOOLS Job Description POSITION: Transportation Operations Coordinator IMMEDIATE SUPERVISOR: Director of Transportation FLSA STATUS: Exempt EMPLOYMENT TERM: Minimum 200 days annually, pursuant to WV Code §18-5-45; extended employment terms established by JCBOE; currently 261-day employment SALARY: Pursuant to WV Code §18A-4-2, in accordance with Jefferson County Professional Salary Schedule, commensurate with experience and education level, plus coordinator stipend EVALUATION: Performance in this position will be evaluated by the Director of Transportation, and in accordance with WV State Code §18A-2-12, WV State Board Policy 5310, and JCBOE Evaluation Policy JOB SUMMARY: The Transportation Operations Coordinator serves as the department's lead coordinator for transportation operations, routing, scheduling, compliance, data management, efficiency monitoring, transportation software systems, and operational planning. The Coordinator must hold and maintain a valid Class B Commercial Driver's License (CDL) with the P and S endorsement or the ability to qualify and maintain CDL, and possess the knowledge, skills, and abilities necessary to ensure the safe, efficient, and effective delivery of transportation services throughout Jefferson County Schools. Working closely with the Director of Transportation, the Coordinator assists in planning, implementing, directing, monitoring, and evaluating transportation programs and activities. The Coordinator is responsible for supporting the training of transportation personnel; ensuring compliance with all West Virginia Department of Education (WVDE) transportation requirements, district policies, state and federal regulations, and applicable laws; and assisting in the development, implementation, and oversight of bus routes and transportation schedules. The Coordinator shall analyze and optimize transportation operations using established performance metrics, including bus capacity utilization, miles per student transported, route length and travel time, on-time performance, fuel efficiency, and cost effectiveness. Responsibilities include monitoring ridership data, evaluating route performance, recommending route modifications, utilizing transportation management systems and data analytics, and assisting the district in achieving and maintaining WVDE transportation efficiency benchmarks. MAJOR POSITION RESPONSIBILITIES/ESSENTIAL FUNCTIONS: Transportation Operations
• Adheres to and enforces all federal, state, county, and district laws, regulations, and policies regarding school transportation.
• Plans, initiates, coordinates, and supervises the safest, most efficient, economical, and time-saving student transportation system for Jefferson County Schools.
• Ensures the safe and efficient operation of transportation personnel and equipment through proper training, evaluation, and oversight.
• Provides accommodations for special education students and ensures appropriate transportation staff training.
• Oversees transportation services for summer school, extended school year services, and special district programs.
• Assists in the development, implementation, monitoring, and evaluation of transportation routes and schedules.
• Responsible for inputting, maintaining, and monitoring schedules, student information, route data, and trip tracking through district transportation software systems.
• Evaluates routing efficiency and recommends adjustments to improve operational performance and compliance with WVDE transportation efficiency indicators.
• Conducts or assists with route observations, vehicle operation reviews, railroad crossing surveys, and transportation safety inspections.
• Observes road and traffic conditions and investigates hazardous road conditions during inclement weather.
• Assists with preparation of route packages for traditional, year-round, and summer programs.
• Monitors and collects data on transportation efficiency metrics including on-time performance, route effectiveness, mileage, ridership, and resource utilization. Shares data with relevant staff on regular basis to ensure goals are met.
Personnel Leadership and Staff Development
• Assists with recruitment, retention, supervision, and evaluation of transportation personnel.
• Manages and coordinates substitute bus operators and transportation aides.
• Assists in training new drivers and the retraining of drivers as needed.
• Assists with planning, development, implementation, and delivery of transportation-related professional development and staff training programs.
• Coordinates and conducts safety meetings, in-service activities, and annual transportation training.
• Facilitates staff technology training and promotes effective use of transportation software and communication systems.
• Effectively evaluates staff and assists with employee performance management.
• Resolves employee concerns, conflicts, and disciplinary issues appropriately.
• Assists drivers with daily operational needs and concerns.
School, Parent, and Community Relations
• Serves as a liaison among schools, parents, students, transportation staff, and the community.
• Works collaboratively with principals, school administrators, staff, and students to address transportation needs and concerns.
• Works with parents regarding bus stops, transportation concerns, discipline issues, routing questions, bus load counts, and safety matters.
• Communicates clearly, concisely, and effectively both orally and in writing.
• Assists with communicating routing assessments and route changes to parents.
• Resolves parental conflicts, transportation concerns, and community inquiries.
• Works with school administrators to develop transportation safety procedures and address student discipline issues in accordance with West Virginia Policy 4373.
• Builds and maintains positive relationships with first responders, community agencies, businesses, and stakeholders.
• Responds to bus accident scenes to coordinate student and staff safety and provide assistance during and after incidents.
• Assists in employee and public relations during accident investigations.
Administrative and Operational Support
• Maintains accurate transportation records, reports, schedules, and required documentation.
• Compiles discipline reports and transportation data for school administration.
• Compiles and verifies attendance records, timesheets, payroll documents, and employee leave information.
• Ensures monthly mileage reports are accurately compiled and submitted to WVEIS and state reporting systems.
• Assigns and oversees transportation trips and extracurricular transportation requests.
• Coordinates transportation requests for services inside and outside the school system, including graduation, convocation, and summer programs.
• Serves as a radio dispatch communicator as needed.
• Maintains current transportation statistics for departmental planning and reporting.
• Participates in Inclement Weather Team activities and emergency response procedures.
• Completes all required training and in-service programs.
• Performs School Bus Operator and/or Transportation Aide duties when necessary.
• Performs additional duties as assigned by the Director of Transportation.

• Minimum of a Bachelor's Degree required.
• Criminal background check conducted pursuant to applicable West Virginia Code §18-5-15c and/or §18A-3-10 as appropriate.
• Must possess and maintain a valid Class B Commercial Driver's License (CDL) with appropriate endorsements, or obtain the Class B CDL with P & S endorsements within 3 months of hire
• Must possess and maintain current West Virginia School Bus Operator Certification.
• Must possess and maintain First Aid and CPR certification.
• Must possess National Incident Management System (NIMS) training, including IS-100 and IS-700 certifications.
• Minimum of five (5) years of successful experience in a county school transportation department preferred.
• Minimum of five (5) successful years as a school bus operator preferred.
• Routing experience preferred.
• Previous supervisory experience preferred.
• Excellent verbal and written communication skills.
• Strong leadership, organizational, supervisory, and problem-solving skills.
• Ability to lead, cope with stress, and make sound decisions under pressure.
• Ability to maintain confidentiality and professional relationships.
• Ability to communicate effectively with students, parents, administrators, transportation staff, mechanics, community members, and public agencies.
• Experience and proficiency with Microsoft Office applications, spreadsheets, databases, WVEIS, transportation routing software, and related technology systems.
• Demonstrated record of safe driving.
• Working knowledge of West Virginia and federal pupil transportation laws, regulations, and policies.
• Knowledge of school bus maintenance and transportation operations.
• Knowledge and ability to safely, effectively, and efficiently plan and route pupil transportation services utilizing transportation management software.

While performing the duties of this job, the employee is frequently required to stoop, reach overhead and shoulder height, stand, walk, lift, pull, push, grasp, talk, hear, see, use interior and exterior rear view mirrors, and use repetitive motions. While performing the duties of this job, the employee may frequently lift and/or move at least 50 pounds (100 pounds minimum on a special education bus) of materials, children, etc. Specific vision abilities required by this job include distance vision such as to read road signs and detect road hazards, near vision such as to monitor instruments as well as student passengers, the ability to adjust focus. The work environment temperature can range from below freezing to in excess of 90 degrees Fahrenheit, while conducting job and/or accident site inspections. This job requires exposure to extreme temperatures from below freezing to occasionally 80°F+ during warmer months. The noise level in the work environment is moderate to loud (60-90 dB). A bus operator can anticipate slippery floor surfaces from passengers loading and unloading. A Bus Operator runs through heavy traffic while dealing with passengers. The job can be more stressful and fatiguing than physically strenuous.
