Job SummaryYou will serve as the Director of Contracts for Industrial Operations, located in the Portfolio Acquisition Executive for Industrial Operations (PAE IO). As Director, you will have prime responsibility for the management and operation of the PAE IO Contracts Directorate. PAE IO is the single accountable office for maintenance execution and Fleet technical support reporting directly to Assistant Secretary of the Navy for Research, Development and Acquisition (ASN RD&A).

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1. Ability to direct acquisitions for major systems and subsystems, ship repair, maintenance and overhaul, including acquisition planning and analyzing complex contractor proposals of significant dollar value. TQ 2. Knowledge of contracting/procurement laws, regulations, policies, practices, procedures and pricing techniques for major systems and subsystems, ship repair, maintenance and overhaul acquisitions, including business and industrial factors that influence costs. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. This position is a designated Critical Acquisition Position (CAP). Individuals selected for this position must possess at least 10 years of acquisition experience in an Acquisition Workforce position, with at least 4 years performed while assigned to a Critical Acquisition Position (CAP), unless a waiver is approved by the appropriate authority. Major DutiesYou will oversee the planning and execution of contracts for the nation's Industrial Operations.You will originate and promulgate procurement policy for the PAE.You will counsel and advise the Commander and higher officials on contracting and contracts administration matters as the PAE’s senior civilian procurement executive.You will supervise the examination, processing and settlement of contractor claims arising under the PAE’s contracts.You will develop, formulate, and establish policy applicable to the organization.You will develop procedures for procurement planning, processing of procurement documents timely, dissemination of procurement information, and effective contract negotiation and administration.You will direct and supervise the overall work of the organization in the planning, negotiation or formal advertising, and administration of the procurements within your cognizance.You will routinely resolve issues with variances from normal contracting policy, and approval requests for authority to contract.You will determine course of action when a requirement is changed after proposals are solicited and received with no award made, and evaluate counter proposal of contractor to settle disputes.
