QualificationsFor ND-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 pay band (GS-12/13 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer or scientist (1) Knowledge of Department of Defense systems engineering standard technical disciplines; (2) Ability to identify, analyze and determine causes of problems, seeks/generates and evaluates alternative perspectives/solutions, and makes timely and sound recommendations based on potential implications of findings or conclusions; (3) Knowledge of a broad spectrum of Undersea Warfare Systems, technologies and processes; (4) Ability in the application of the results of scientific and/or engineering research to improve existing products, procedures, or services or to lead to the development of new products, procedures, or services; (5) Ability to develop networks and builds alliances, collaborates across boundaries to build strategic relationships and achieve common goals; and (6) Ability to effectively communicate ideas, policies and procedures both orally and in writing to diverse engineering teams and/or senior personnel. Major DutiesYou will serve as a senior Lead Systems Engineer responsible for the design, development, and implementation of undersea warfare systems for Division Newport’s Undersea Weapons, Vehicles and Defensive Systems Department.You will lead a diverse team of engineers, scientists, and technicians while providing technical leadership to multi-level task groups and coordinating activities across industry, university labs, and other government organizations.You will perform system engineering analyses to develop system performance specifications, interface specifications, system design, and sub-systems performance and interface specifications.You will develop and design solutions to complex system problems, generate and execute test plans, conduct troubleshooting, and evaluate proposed solutions.You will support the integration of hardware and software products and document technical data in accordance with established engineering policies and procedures.You will report and present results of analyses, designs, tests, integration efforts, project status, and issues through high-level briefs, correspondence, and technical memorandums.You will develop technical approaches for high-level tasking, establish detailed plans, estimate costs and schedules, and establish technical performance metrics to assess development progress.You will develop necessary technical artifacts and lead Systems Engineering Technical Reviews (SETRs).You will serve as the recognized authority and expert consultant for undersea warfare system design, development, and integration efforts.You will represent NUWCDIVNPT on high-level committees, Integrated Product Teams (IPTs), and at senior technical and programmatic meetings while providing recommendations and technical oversight to sponsors, program offices, and fleet commands.
