Claims & Enterprise Risk Assistant
Job Posting: Halifax Regional Municipality is inviting applications for the temporary, full time position (up to 12 months) of Claims & Enterprise Risk Assistant in Legal, Risk & Insurance Services.

Under the direction of the Manager, Risk & Insurance Services, the Claims and Enterprise Risk Assistant supports the Claims and/or Risk Management operations. Duties include the maintenance of HRM’s claims and/or risk insurance management system: opening, assigning and closing claims and risk files, providing administrative support. This position assists in the provision of training to risk owners and business units and plays a key role in the integrity of record retention. The Claims & Enterprise Risk Assistant works closely with and collaborates with Enterprise Risk & Insurance Analysts, Claims Officers/Telephone Claims Officers, assists claimants and other stakeholders; responds to vendor inquiries received via phone or email; and ensures data integrity and facilitates the identification of loss trends.
KEY RESPONSIBILITIES • Respond to general claims and/or risk inquiries and redirects to the appropriate team members promptly and courteously. • Perform administrative functions within the division, including but not limited to review and preparation of confidential human rights claims, review and preparation of general claims for HRM employees and the public; reports; coordinate and organize Managers calendar and email for meetings and other duties. • Schedule, attend and take / retain minutes of meetings with business units and various stakeholders. • Create and maintain digital claim/risk and enterprise risk files, ensure required documentation and communication, legal reports and agreements, and other supplementary information in the division’s file/document management system. • Review and prepare claims files, including medical records, incident reports and investigation materials (video and written reports) to be shared with internal and/or external legal counsel. • Maintain and compile Human Rights files, including the allegation/incident information, and any legal reports to be shared with Legal Services. • Prepare and reformat security video files into different file types to be compressed and shared with stakeholders. • Establish and maintain a current calendar of events and a deadline reminder system for Risk Owners, arrange meetings and coordinate and update Operational Risk Registers from each business unit as required. • Participate in meetings on Risk & Insurance matters and compile meeting minutes. • Create, manage, and maintain office and processing guidelines, procedures, and historical claims/policy data. • Assist with knowledge sharing, mentoring, and training of colleagues and new employees as required in claims/risk related subjects. • Process payments in accordance with the direction of Claims Officers or Division Manager, including signing authority for Manager, processing cheques, and invoice processing. • Cover and support the other Claims & Enterprise Risk Assistant positions during vacation or other leave, or if work volumes require. May perform other related duties as assigned.
QUALIFICATIONS: Education & Experience: • Diploma in Business Administration or related program from a recognized college/university • Three years’ Claims or Commercial Insurance experience • Experience with cheque processing and invoice payments and an understanding of financial reporting Technical/Job Specific Knowledge and Abilities • Excellent interpersonal skills including ability to relate and communicate effectively with diverse stakeholders including business units and outside parties. • Strong English language skills and the ability to read, write and verbally communicate at a level appropriate to the duties of the position. • Strong communication skills to communicate technical information to various stakeholders such as Councillors, members of the public and municipal staff. • Excellent writing skills with exceptional attention to detail with the ability to accurately proofread and edit documents, including proper spelling, grammar, punctuation, and formatting at a professional skill level. • Exceptional computer skills including proficiency in MS Word, Excel, PowerPoint, and Outlook as well as ability to learn and utilize new software programs. • Ability to work independently and in a team environment, and demonstrate initiative/self-management and accountability, and flexibility/adaptability. • Ability to gather and organize data, draw logical conclusions, and discern implications • Demonstrate organizational and time management skills in a deadline driven work environment while maintaining a high level of accuracy and attention to detail. • Ability to handle a heavy workload, exercise good judgement, and maintain a high level of confidentiality. WORK STATUS: Temporary, full-time.
HOURS OF WORK: 8:30 a.m. to 4:30 p.m., Monday to Friday, 35 hours per week. Additional hours may be required to meet organizational and operational requirements. Flex options to work outside of these hours and hybrid may be available.
SALARY: Non-Union Level 3 $52,399 - $67,811. Salary will be determined based on relevant experience and qualifications related to the specified pay band and job. Placement above the midpoint of the pay band is typically reserved for candidates who significantly exceed the minimum qualifications, such as those with exceptional experience, specialized skills, or demonstrated achievements relevant to the role. This ensures fair and consistent compensation practices across the organization.
